How to manage borders in European border regions before and after the COVID-19 pandemic? This Cahier Fare n°24 presents the results of the Jean Monnet Network “Frontières en mouvement: quels modèles pour l’UE (FRONTEM)?”, which was supported by the EU’s Erasmus+ program for the period between 2019-2023. The network exchanged knowledge and practices on five different models of EU border management: the border between France and Germany, the border between France and Belgium, the border between Ireland and Northern Ireland, the border between Rumania and Hungary and the border between Denmark and Germany. By analysing the results of research seminars and focus groups organised in each of the 5 border regions concerned, it critically examines best practice management models of cross-border integration, of minority management and of peace facilitation. The key question addressed by the network was to assess the role of the border in the process of European integration when faced with processes of re-bordering and the re-questioning of the model of a “Europe without borders”.

Scholarly interest in the study of state borders and border regions is growing in Europe, keeping pace with the remarkable changes associated with the transformation of old borders and the creation of new ones in the European Union and beyond over the last fifteen years. Social scientists have increasingly examined cross-border co-operation as one way to understand the changes which affect European borderlands. Ironically, given the recent turn to issues of culture and identity in the social sciences, one of the most neglected aspects of the critical and comparative analysis of cross-border co-operation has been culture. Culture and Cooperation in Europe's Borderlands, the first collection of essays to provide multidisciplinary perspectives on these issues in European borderlands, presents three modes of analysis of culture and cross-border co-operation as a tentative way forward to redress this imbalance. These overlapping perspectives, on cultures of co-operation, co-operation about culture, and the impact of culture on forms of co-operation, are offered as possible strategies in the comparative social science of European borderlands. The book is devoted to borders, cross-border collaboration and cross-border integration, analyzing European border twin towns and continental integration processes as a context for the investigation. Those pairings - towns located on the border and directly neighboring each other - serve as an interesting microcosm where, on a reduced scale, continent-wide phenomena can be observed and tested. Constituting on the one hand exceptions in the territorial-political development of European states, on the other phenomena typically embodying Europe's historic territorial complexity, they are often termed 'laboratories of European integration'. This means they are forerunners of continent-wide processes, where the 'European' idea is tested in micro-scale. At the same time they challenge state boundaries, still one of the most crucial elements of sovereignty, defining the shape of the nation state. The aim of the book is to draw a picture of European integration in a down-scaled perspective by testing the cross border collaboration and integration of border twin towns. The main question raised here is how the European project is implemented on borders at the local level. It is operationalized by the secondary questions: How has the European integration process reorganized the spatial-political order, based on Westphalian principles? How do border twin towns structure their mutual relations? What is the role of the historic legacies in current collaboration and integration? Why and how do the towns integrate? And last but not least, how should the newly emerged structures crossing state boundaries be governed? The author answers these questions by testing 24 border twin towns pairs in various parts of the continent.

This publication is an attempt to enlarge the perspectives of Contemporary European Border Studies both temporally and epistemologically. Border studies in Europe are indeed still largely focused on the analysis of cross-border cooperation and its relationship with the process of European Integration after the Second World War. What is generally missing is a long-term historical perspective and the consideration that circulation and networks can also be built across borders because there is a community of ideas or a shared good to defend : a common scientific culture, health, environment.
