Why did the European Union accept a limited policy risk by adopting sanctions against a difficult target, Russia, in the Chechnya conflict and what does this case tell about the EU's crisis management practice? The explanation of the decision is based on problem framing, the exertion of power and the justifications of decision-making. The analysis shows that occasionally the Union may adopt a bold policy, if a situation is framed as a grave crisis, a strong leadership of large members emerges advocating a firm response and pressures of public opinion preclude passivity; in addition, the policy is considered justified by groupthink based on anticipation, by institutional arguments as well as lessons learnt, which are likely to lead to stronger commitments. Yet the policy is likely to be a bounded one because of constraining values and goals, previous institutional commitments and practices, countervailing policy lessons and rational recognition of the Union's limited influence. Moreover, a bold policy may prove to be inconsistent over time. As a rule the pivotal role of large EU members, established practices as well as the decentralisation and consensus-seeking tendencies combine to limit the Union's crisis response to a restricted and supporting diplomatic and economic role. The ongoing efforts to enhance the EU's crisis management capacity are yet to change significantly these habitual patterns.

This thesis examines how the EU as an international organization deals with international crisis situations by looking at its functions and imperfections in its decision-making process. Drawing from theoretical organization theory insights, particularly realism and constructivism, as well as empirical findings derived from two case studies, the goal if this study is to identify the dimensions of crises and find an answer to the question which factors influence decisions on crisis management. The Eurozone crisis and the Refugee crisis serve as case studies to investigate the narrative of crises in order to explain process outcomes. In both case studies I established a time frame in which the most important decisions concerning this particular crisis took place. For the Eurozone crisis I look at the period from 2010 to 2011/12 and for the Refugee crisis at 2014-2015. Both situations are analyzed with a view to identify the factors i.e. a. government interests, b. normative positions, c. coalitions, and d. domestic considerations playing a role in determining policy outcomes in crisis settings. As laid out in the theoretical framework, the underlying assumption for the hypothesis is that in decision-making processes, rational choice theory determines a common strategy, which is based on the decisions of the most influential countries. I aim at explaining policy outcomes in specific contentious situations. Although, there have always been issues that challenge the EU decision-making in crisis situations. These challenges have recently reached a new intensity, which required a coherent and increasingly rapid response. This matter has not been sufficiently addressed in current research. This study should accordingly contribute to a better understanding of crisis management by an international organization.

The Covid-19 pandemic has caused the dynamics of the EU institutions to change. Much attention has been paid to the functioning of the EU institutions at the highest political level, but less so atthe working levels of the Council, the Commission and the European Parliament (EP). What was the nature of EU action in this time and how well did the decision-making machinery work? This contribution analyses all three main institutions by: a) describing how decisions are usually made; b) exploring how they were made in corona times; and c) assessing how well the individual institutions were equipped and able to adapt to these unusual circumstances. It finds that the handling of these challenges varied greatly across the three institutions, largely because ofstructural reasons and differences in institutional DNA. Overall, crisis decision-making has worked surprisingly well, as the EU’s machinery is multilayered and has proved to be solid and resilient. Interinstitutional crisis coordination is yet to be improved.

This book explores European Union crisis management and draws implications for its role as an international security actor. The success of EU crisis management has varied greatly and this book aims to identify the key factors that explain the differing degrees of coherence through a comparative analysis of its multidimensional crisis responses in Africa. The empirical focus lies on three prominent EU crisis management cases, namely Libya in 2011, Somalia in 2011-2012, and the Sahel in 2012-2013. It analyses the activities and interaction of EU institutional actors and member states, with a focus on France, the United Kingdom, and Germany. The book argues that the EU represents a rather unpredictable security actor, whose multi-level coherence is contingent on the congruence of domestic economic and electoral interests, as well as national threat perceptions, and the extent to which EU-level coherence norms resonate with national norms on the use of force and modes of multilateral cooperation. In sum, this book offers systematic insight into EU crisis management and clarifies the conceptual and empirical boundaries of the comprehensive approach.
