"A transnational history of corporatism-a "third path" between capitalism and communism-centered on mid-twentieth century Brazil. Following the First World War, there was a widespread feeling that the unchecked free-market competition had given rise to financial crisis, social unrest, and chronic underdevelopment. With people and governments across the world looking for an alternative to laissez-faire capitalism, Brazil took a central role in experimenting with a "third path" between capitalism and communism: corporatism. Remaking Capitalism: A Global History of Corporatism in Brazil, 1920s-1960s argues that corporatism transformed the Brazilian state into an agent of economic development, and it explains why it matters that this transformation was engineered under an authoritarian regime. Melissa Teixeira incorporates wide-ranging legal, economic, and cultural sources to document the process of state-building from the perspective of government ministries and grocery markets alike from 1917 to the 1950s. During the Getulio Vargas regime (1930-45), especially, the state took an unprecedented role in controlling social pressures and economic growth via wage and price agencies, labor tribunals and technical councils. Teixeira looks beyond categorical authoritarianism to explain how corporatism constituted an early experiment with the mixed economy as a path to development, combining state planning with a market economy. Corporatism, she shows, generated a model of development dependent on uneven and unequal citizenship, in which economic interests-and not individuals-organized and petitioned through the state. Since the mid-1980s, whimsical, brightly colored wood carvings from the Mexican state of Oaxaca have found their way into gift shops and private homes across the United States and Europe, as Western consumers seek to connect with the authenticity and tradition represented by indigenous folk arts. Ironically, however, the Oaxacan wood carvings are not a traditional folk art. Invented in the mid-twentieth century by non-Indian Mexican artisans for the tourist market, their appeal flows as much from intercultural miscommunication as from their intrinsic artistic merit. In this beautifully illustrated book, Michael Chibnik offers the first in-depth look at the international trade in Oaxacan wood carvings, including their history, production, marketing, and cultural representations. Drawing on interviews he conducted in the carving communities and among wholesalers, retailers, and consumers, he follows the entire production and consumption cycle, from the harvesting of copal wood to the final purchase of the finished piece. Along the way, he describes how and why this "invented tradition" has been promoted as a "Zapotec Indian" craft and explores its similarities with other local crafts with longer histories. If social science's "cultural turn" has taught us anything, it is that knowledge is constrained by the time and place in which it is produced. In response, scholars have begun to reassess social theory from the standpoints of groups and places outside of the European context upon which most grand theory is based. Here a distinguished group of scholars reevaluates widely accepted theories of state, property, race, and economics against Latin American experiences with a two-fold purpose. They seek to deepen our understanding of Latin America and the problems it faces. And, by testing social science paradigms against a broader variety of cases, they pursue a better and truly generalizable map of the social world. Bringing universal theory into dialogue with specific history, the contributors consider what forms Latin American variations of classical themes might take and which theories are most useful in describing Latin America. For example, the Argentinian experience reveals the limitations of neoclassical descriptions of economic development, but Charles Tilly's emphasis on the importance of war and collective action to statemaking holds up well when thoughtfully adapted to Latin American situations. The Novgorod region of Russia is a sparsely populated area about the size of Ireland better known for its medieval archaeology and folklore than for anything else. Although Novgorod began the post-Soviet period with no unusual endowment of natural or human resources, it has attracted a large amount of foreign investment. Its dramatic economic success and political innovation have impressed observers. Local governments deliver benefits and services reliably, and the regional government responds quickly to citizens' needs and demands. Something noteworthy is happening in Novgorod that does not square with familiar headlines about contemporary Russia: oligarchs and oil, ethnic tensions and corruption.Nicolai N. Petro attempts to explain the Novgorod phenomenon by seeking answers at the regional level. Novgorod is, he finds, a model of effective democratic consolidation. Petro suggests that the region owes its unexpected recent success to its political elites, who have identified key cultural symbols and used those symbols to promote democratic development. Drawing on comparisons with other regions and countries, Petro finds that these cultural tactics often yield better results than do Western-style institutions and educational training programs. "Current efforts to promote democracy focus too much on structural changes and not enough on the conditions needed to sustain them," Petro writes. "For the rule of law, free markets, and free and fair elections to gain broad public support, they must first make sense within the local cultural tradition." The unexpected success of regional democratic development in a country not known for its democratic traditions suggests that local governments can transform the burden of the past into an ally of change, a finding with implications for democratic development initiatives in other areas of the world.
