This study attempted to identify the major interpretive differences of the Cost/Schedule Control Systems Criteria (C/SCSC) between Department of Defense (DoD) and contractor performance management professionals, and to understand why these differences occurred. As the study progressed, its focus shifted to an evaluation of the Interpretive Guide, an Air Force Institute of Technology (AFIT) published document used to assist in the understanding of the criteria elements. The objective of the evaluation was to determine if the Interpretive Guide's explanations of the criteria elements were in consonance with the intent of the criteria and with current practice in the field of performance management. Research packages were distributed to and collected from performance management professionals in the DoD and its contractors. No distinct interpretative differences of the criteria were found between the two groups but a number of suggestions to improve the content of the Interpretive Guide were suggested; some of the recurring suggestions were to address the concept of integrated product teams and the development of procedures to streamline the area of variance analysis reporting. Respondents comments were published in an appendix and summarized within the text. Recommendations were to update the Interpretive Guide as well as to perform further research.

These criteria are considered necessary to monitor and control contract performance. Specifically, the objectives of the criteria are for contractors to have cost and schedule control systems which accomplish both of the following: are effective for contractors in meeting their requirements for controlling contract performance; and Provide data which give an adequate basis for responsible decision-making by both contractor management and DoD components. The criteria, known as the Cost/Schedule Control Systems Criteria (C/SCSC), are applicable to selected contracts within programs designated as major system acquisitions. Over the years since 1967, controversies surrounding C/SCSC and associated reporting requirements have existed within industry and government. These controversies or issues can be categorized under two headings: (1) whether the costs of the criteria and associated reporting requirements outweigh their benefits, and (2) concerns about the specifies of how these requirements have been implemented.

At present the Department of Defense Cost/Schedule Control System Criteria (C/SCSC) is still a relatively new concept for control of management information flow between DoD components and major defense contractors. Since it is new and represents a substantial departure in both philosophy and form from previously used systems, a serious lack of educational material exists. Since there was no material available of the self-contained case study type of a length reasonable for use in a graduate level course as an overview, this case study was developed. It is intended to be of use as an educational aid in presenting C/SCSC to a group composed primarily of Air Force Officers in a course on financial management.
