The annual budget for this program has ranged from $10-13 million. Changes in funding levels can have important ramifications to the implementation of this program, and consequently affect the rate of gypsy moth spread. This report presents a cost analysis for implementing the Slow the Spread Program across a range of funding levels, and predicts the consequent changes in gypsy moth spread rates. This work should be useful to program managers in implementing the Slow the Spread Program given yearly financial constraints, and more generally could serve as a template for barrier zone management programs against other nonindigenous species.

"The gypsy moth is a destructive, nonindigenous pest of forest, shade, and fruit trees that was introduced into the United States in 1869, and is currently established throughout the Northeast and upper Midwest. The Slow the Spread Program is a regional integrated pest management strategy that aims to minimize the rate of gypsy moth spread into uninfested areas. The Forest Service and the Animal and Plant Health Inspection Service (APHIS), as co-lead agencies, propose to supplement the 1996 Record of Decision (ROD) for the 1995 Environmental Impact Statement (EIS): Gypsy Moth Management in the United States: a cooperative approach. The Forest Service and APHIS are proposing to add new treatment options, which are described in Section 4 on the Alternatives Considered. New treatments that were not available when the 1995 EIS was written would provide gypsy moth managers with more flexibility in conducting suppression, eradication, and slow-the-spread projects. Making new treatments available is also expected to improve the gypsy moth management program, because each new treatment developed over the last 30 years has proven to be safer, more cost-efficient, easier to use, and often more effective than older treatments.
