Decentralisation and Privatisation in Education explores the ambivalent and problematic relationship between the State, privatisation, and decentralisation in education globally. Using a number of diverse paradigms, ranging from critical theory to globalisation, the authors, by focusing on privatisation, marketisation and decentralisation, will attempt to examine critically both the reasons and outcomes of education reforms, policy change and transformation and provide a more informed critique on the Western-driven models of accountability, quality and school effectiveness. We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.

Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes, most of which suggest an underperformance of governance reforms, and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. The Ugandan economy was once solidly based on the export of cash crops such as coffee and cotton. The economic crisis and the civil war in the 1970s and 1980s however profoundly changed the agricultural economy, and marketing of traditional cash crops was replaced by marketing of commercialized food crops. "Money is the true friend" deals with the emergence of de-regulated food markets for maize in Eastern Uganda. The focus is not marketing as such, but rather a new social and economic field for local traders demarcated by the involvement in three maize markets: the relief market, the Kenyan market and the domestic market. The central problem illuminated in the book is the relationship between the liberalization of food marketing and the development of a new social and cultural practice - a morality - for trading which is both shaped by and shapes the marketing opportunities for the participating traders.

Unless public officials can be held to account, then critical benefits associated with good governance, such as social justice, poverty reduction and development remain elusive. The impacts of non-responsive and unaccountable governance are perhaps most harshly felt by the citizens of Africa, where corruption and governance failures are broadly acknowledged as a principal obstacle to the achievement Over the past decade, a range of social accountability practices such as participatory budgeting, independent budget analysis, participatory monitoring of public expenditure and citizen evaluation of public services have been experimented with in many Africa countries. Their outcomes and lessons have, thus far, received little attend and documentation. This handbook provides an authoritative study of European decentralisation, taking into account, from a territorial perspective, the different political and administrative traditions in Europe (Continental, Anglo-Saxon and Ex-communist States) and the cleavages North-South and East-West. While in recent decades most European countries have implemented devolution policies trying to tackle different political, social or bureaucratic problems, some others have instead regionalised their territory, applied federal or pseudo-federal reforms and strengthened the role of subnational governments. This volume analyses decentralisation in these countries using different variables including history, territorial organisation, civil service and financing, and reveals how this phenomenon leads to complex intergovernmental linkages. The evolution of territorial decentralisation, the political tensions between centre and periphery, the autonomy of the subnational governments and their functions and competences, the tools of co-ordination and co-operation, and the features and role of civil service are the main issues studied here with an interdisciplinary approach.
