In the Army they have what is termed the summary court; the offender is brought before this summary court officer and he frequently got what they called a $10 blind or $20 blind, or 10 and 10 - 10 days in the guardhouse and $10 fine. You take $10 away from a soldier and you cause him to suffer a great many depriva tions. I would like to see a lesser fine imposed for disciplinary pur poses, but by all means some reasonable, rational, and sensible dis cipline other than taking money from the soldier, and the reason for that is that perhaps a man has some obligations to meet other than for his personal requirements. I believe very much in what the Secretary said about allotting this money or giving this money to the dependents of the soldier in a hospital. A soldier who is fit enough, when he receives his pay, to go to town and blow it in, having dependents, Should not be admitted to a hospital. I further believe that if there is responsibility 011 that soldier in the way of depend ents we Should enact legislation which would make it mandatory upon him to meet those Obligations. I believe the Government has been very liberal with our ex-soldiers, and I know they all appreciate it; I have heard no complaint as to What the soldiers receive other than the fact that they do not receive their checks promptly.
