Today the Scottish electronics industry employs 40,000 people directly and a further 30,000 in the supply infrastructure. There are now more than 550 electronic manufacturing and supplier companies in ' Silicon Glen'. In terms of the contribution to the economy, electronics is by far the most valuable industry. Its value in 1996 was approximately £ 10billion and accounted for more than half of Scotland's exports. The major product groupings within the industry include: • PCs, laptops and workstations • Disk drives, cable harnessing • Printers, keyboards and peripherals • Semiconductor devices and PCBs • TV, VCRs, CDs, stereos and other consumer electronics • Cellular phones and telecommunications products • A TMs and funds transfer systems • Networking and security systems • Navigation and sonar systems • Microwave products • Power supplies • Software and compilers Many of these companies are multi-national OEMs, who came to Scotland as inward investing companies. Early inward investing companies were from USA, followed by companies from Japan, and more recently from Taiwan and Korea. An important segment of the industry is involved in the manufacture of computers, including IBM, Compaq, Digital and Sun. In fact approximately 40% of the PCs sold in Europe are built in Scotland. With five of the world's top eight computer manufacturers locating a manufacturing base in Scotland there has been an attraction for foreign companies keen to provide service for these multinationals. In 1995/96 the supply base output was worth £1.

The phenomenon of trafficking in women for sexual exploitation, which in the last decade has changed from a marginal 'non-issue' to a legitimate concern in many parts of the world, has become familiar through newspaper coverage, and now, finally, legislators and law enforcement agencies have begun to act. In Europe many EU Member States now have (or are developing) at least some sort of anti-trafficking policies (with some of them in the forefront of global anti-trafficking efforts). Moreover, the EU itself has become markedly more active with regard to curbing trafficking in human beings, as part of its migration control and police and judicial co-operation functions. However, even co-ordinated efforts such as those being worked on by the EU tend to produce only short-term 'cures' to a problem that is in truth global and structural in nature and which cannot be eradicated - or necessarily even significantly reduced - through policing and migration control measures alone. Too often there is little debate on broader measures which might be targeted to address the 'root causes' of trafficking, such as poverty, under-development, general lack of economic and migration opportunities and, above all, gender inequality. Against this background, this book deals with present efforts to control trafficking in women for sexual exploitation. In doing so it examines claims that what is needed effectively to prevent and tackle trafficking is a 'comprehensive' approach, and at the very least one that is far more wide-ranging and coherent than what exists today, and also analyses the assertion that destination countries, and more specifically Member States of the EU, could and perhaps should, take more action against trafficking through regional co-operation, particularly in the framework of the EU, rather than as individual Member States. The book will be of interest to a wide range of scholars in EU law, human rights, comparative law, sociology, feminist theory and politics, as well as policy-makers, practitioners and NGO activists in various European countries.

The death of Professor Arthur Wright in the summer of 1996 deprived me of a friend and a colleague whose judgement and experience shaped this book. I pay tribute to his contributions to protection and electrical engineering education. In the five years since the first edition appeared, many developments have taken place and it is now necessary to update the book. The use of digital communications and advanced signal processing techniques is now widespread and several fully numeric relays are available from manu facturers. Two new Chapters 13 and 14 have been added to introduce readers to these concepts and associated techniques. Artificial intelligence is making its impact in all engineering applications and power system protection is no exception. Expert systems, fuzzy logic, artificial neural networks, adaptive and integrated protection, synchronized measurements using the global positioning system, genetic algorithms, flexible a.c. transmission systems, are some of the techniques considered in connection with protection. Although many of these techniques have not yet found major application in protection, it is nevertheless essential for the educated protection engineer to have a basic understanding of the underlying principles and methodology so that he, or she, can evaluate their suitability for new relaying problems and applications. Chapter 15 was therefore added to guide readers through this developing area. I have also added some new material in other chapters to reflect changes over the past years.
