The infonnation revolution is upon us. Whereas the industrial revolution heralded the systematic augmentation of human physical limitations by har nessing external energy sources, the infonnation revolution strives to augment human memory and mental processing limitations by harnessing external computational resources. Computers can accumulate. transmit and output much more infonnation and in a more timely fashion than more con ventional printed or spoken media. Of greater interest, however, is the computer's ability to process, classify and retrieve infonnation selectively in response to the needs of each human user. One cannot drink from the fire hydrant of infonnation without being immediately flooded with irrelevant text. Recent technological advances such as optical character readers only exacerbate the problem by increasing the volume of electronic text. Just as steam and internal combustion engines brought powerful energy sources under control to yield useful work in the industrial revolution, so must we build computational engines that control and apply the vast infonnation sources that they may yield useful knowledge. Information science is the study of systematic means to control, classify, process and retrieve vast amounts of infonnation in electronic fonn. In par ticular, several methodologies have been developed to classify texts manually by annies of human indexers, as illustrated quite clearly at the National Library ofMedicine, and many computational techniques have been developed to search textual data bases automatically, such as full-text keyword searches. In response to a mandate from Congress in conjunction with the Protection of Children from Sexual Predators Act of 1998, the Computer Science and Telecommunications Board (CSTB) and the Board on Children, Youth, and Families of the National Research Council (NRC) and the Institute of Medicine established the Committee to Study Tools and Strategies for Protecting Kids from Pornography and Their Applicability to Other Inappropriate Internet Content. To collect input and to disseminate useful information to the nation on this question, the committee held two public workshops. On December 13, 2000, in Washington, D.C., the committee convened a workshop to focus on nontechnical strategies that could be effective in a broad range of settings (e.g., home, school, libraries) in which young people might be online. This workshop brought together researchers, educators, policy makers, and other key stakeholders to consider and discuss these approaches and to identify some of the benefits and limitations of various nontechnical strategies. The December workshop is summarized in Nontechnical Strategies to Reduce Children's Exposure to Inappropriate Material on the Internet: Summary of a Workshop. The second workshop was held on March 7, 2001, in Redwood City, California. This second workshop focused on some of the technical, business, and legal factors that affect how one might choose to protect kids from pornography on the Internet. If we want to build intelligent information retrieval systems, we will have to give them the capabilities of understanding Natural language, automatically organizing and reorganizing their memories, and using intelligent heuristics for searching their memories. These systems will have to analyze and understand both new text and Natural Language queries. In answering questions, they will have to direct memory search to reasonable places. This requires good organization of both the conceptual content of text and knowledge necessary for understanding those texts and accessing memory. The CYRUS and FRUMP systems (Kolodner (1978), Schank and Kolodner (1979), Dejong (1979)) comprise an information retrieval system called CyFr. Together, they have the analysis and retrieval capabilities mentioned above. FRUMP analysis news stories from the UPI wire for their conceptual content, and produces summaries of those stories. It sends summaries of stories about important people to CYRUS automatically adds those stories to its memory, and can then retrieve that information to answer question posed to it in natural language. This paper describes the problems involved in building such an intelligent system. It proposes solutions to some of those problems bases on recent research in Artificial Intelligence and Natural Language processing, and describes the CyFr system, which implements those solutions. Big data and human-computer information retrieval (HCIR) are changing IR. They capture the dynamic changes in the data and dynamic interactions of users with IR systems. A dynamic system is one which changes or adapts over time or a sequence of events. Many modern IR systems and data exhibit these characteristics which are largely ignored by conventional techniques. What is missing is an ability for the model to change over time and be responsive to stimulus. Documents, relevance, users and tasks all exhibit dynamic behavior that is captured in data sets typically collected over long time spans and models need to respond to these changes. Additionally, the size of modern datasets enforces limits on the amount of learning a system can achieve. Further to this, advances in IR interface, personalization and ad display demand models that can react to users in real time and in an intelligent, contextual way. In this book we provide a comprehensive and up-to-date introduction to Dynamic Information Retrieval Modeling, the statistical modeling of IR systems that can adapt to change. We define dynamics, what it means within the context of IR and highlight examples of problems where dynamics play an important role. We cover techniques ranging from classic relevance feedback to the latest applications of partially observable Markov decision processes (POMDPs) and a handful of useful algorithms and tools for solving IR problems incorporating dynamics. The theoretical component is based around the Markov Decision Process (MDP), a mathematical framework taken from the field of Artificial Intelligence (AI) that enables us to construct models that change according to sequential inputs. We define the framework and the algorithms commonly used to optimize over it and generalize it to the case where the inputs aren't reliable. We explore the topic of reinforcement learning more broadly and introduce another tool known as a Multi-Armed Bandit which is useful for cases where exploring model parameters is beneficial. Following this we introduce theories and algorithms which can be used to incorporate dynamics into an IR model before presenting an array of state-of-the-art research that already does, such as in the areas of session search and online advertising. Change is at the heart of modern Information Retrieval systems and this book will help equip the reader with the tools and knowledge needed to understand Dynamic Information Retrieval Modeling.
