Chaos and Compromise

Chaos and Compromise PDF Author: Brian A. Pugh
Publisher: Univ. Press of Mississippi
ISBN: 1496830229
Category : Business & Economics
Languages : en
Pages : 206

Book Description
Chaos and Compromise: The Evolution of the Mississippi Budgeting Process takes the topic of budgeting and makes it exciting, and not just for political junkies. Instead of focusing on numbers, this book looks at the policymakers responsible for the budget. Brian A. Pugh provides a historical perspective on the decisions and actions of legislators and governors going back more than a century. Pugh reviews how Mississippi’s budget making evolved and sifts legislation and litigation as well as those legislators and governors responsible for developing this process. Pugh explains in detail the significant actions taken by the legislative, judicial, and executive branches of government that affected Mississippi’s procedures. Significant legislation covered includes the passage of Senate Bill 356, which gave the governor the authority to prepare and submit a budget recommendation in 1918; the passage of the Administrative Reorganization Act of 1984; the passage of the Budget Reform Act of 1992; and the passage of the Financial and Operational Responses That Invigorate Future Years Act (FORTIFY) during the First Extraordinary Session of 2017. The first two chapters provide a historical perspective and give the reader an understanding of how legislation and litigation contributed. The book also covers interventions by the courts, which led to the unprecedented separation of powers case Alexander v. State of Mississippi by and Through Allain (1983). In addition to discussing important laws and legislators, Pugh takes a detailed look at six of Mississippi’s recent governors—Bill Allain, Ray Mabus, Kirk Fordice, Ronnie Musgrove, Haley Barbour, and Phil Bryant—to examine their methods for getting the legislature to include their ideas in the often anguished process of making a budget.

Economic Growth and Fiscal Planning in New York

Economic Growth and Fiscal Planning in New York PDF Author: William Duncombe
Publisher: Routledge
ISBN: 1351318225
Category : Business & Economics
Languages : en
Pages : 205

Book Description
In an era of federal deficits and struggling municipalities, states have emerged as the most significant governmental actors. But state governments face the major challenge of fiscal planning in the midst of economic change. Roy Bahl and William Duncombe tackle this challenge head-on. Using New York as a case study, they identify looming dangers for state revenue and expenditure planning.Bahl and Duncombe begin with the premise that one cannot separate an evaluation of fiscal performance from an evaluation of economic performance. Accordingly, they describe and analyze the patterns of population, employment, and personal income growth. Following this is a study of state and local government finances in New York since 1970 and a recounting of the fiscal adjustments that were taken in the face of slower and then faster growth in the economy. The authors conclude that based on current conditions, the state and its local governments are in for fiscal belt-tightening. They note that the state should take a comprehensive view in planning the development and retrenchment of its government sector. The book is thought-provoking, exhaustively researched, and sensibly written. Its lessons are applicable everywhere and should be read by all those seeking a route through the tangled thicket of government policy for economic growth.

The Two New Yorks

The Two New Yorks PDF Author: Gerald Benjamin
Publisher: Russell Sage Foundation
ISBN: 9781610440424
Category : Social Science
Languages : en
Pages : 588

Book Description
Over the past eight years, a marked shift in the national political mood has substantially reduced the federal government's involvement in ameliorating urban problems and enhanced the prominence of state and local governments in the domestic policy arena. Many states and big cities have been forced to reassess their traditionally vexed relationships. Nowhere has this drama been played out more stormily than in New York. In The Two New Yorks, experts from government, the academy, and the non-profit sector examine aspects of an interaction that has a major impact on the performance of state and city institutions. The analyses presented here explore current state-city strategies for handling such troubling policy areas as education, health care, and housing. Attention is also given to important contextual factors such as economic and demographic trends, and to structural features such s the political framework, relationships with the national government, and the system of public finance. Despite its uniquely large scope, the drama of the new New Yorks parallels or presages issues faced by virtually all large cities and their states. This unprecedented study makes a vital contribution in an era of declining federal aid and pressing urban need.
