The Maritime Administration believes that it is essential that this publication be made available to ensure access to the current state of significant Maritime Laws including current statutory amendments. This publication has been changed considerably from earlier editions to reflect the codification of Title 46 Appendix, United States Code, in Public Law 109-304. An Index giving the old and new citations for various provisions of law has been included at the very end to help the reader find new section numbers. This convenient volume is current through the first session of the 110th Congress. It also contains Public Law 110-181, approved January 28, 2008 (122 STAT. 3). While this Compilation is a helpful research tool, citation to the law should be made by reference to the United States Code or other official reporters.

To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. Recognizing this new international security landscape, the former Chief of Naval Operations called for a collaborative international approach to maritime security, initially branded the "1,000-ship Navy." This concept envisions U.S. naval forces partnering with multinational, federal, state, local and private sector entities to ensure freedom of navigation, the flow of commerce, and the protection of ocean resources. This new book from the National Research Council examines the technical and operational implications of the "1,000-ship Navy," as they apply to four levels of cooperative efforts: U.S. Navy, Coast Guard, and merchant shipping only; U.S. naval and maritime assets with others in treaty alliances or analogous arrangements; U.S. naval and maritime assets with ad hoc coalitions; and U.S. naval and maritime assets with others than above who may now be friendly but could potentially be hostile, for special purposes such as deterrence of piracy or other criminal activity.

The importance of international maritime labour law - both as a component of - ternational maritime law, and in socio-political and economic terms - has been recognised by the IMO International Maritime Law Institute for a number of years. Indeed, the Institute has annually organised a course on maritime labour law with the participation of inter alia the International Maritime Organization, the - ternational Labour Organization, the International Transport Workers’ Federation, and the German Shipowners’ Association. It was therefore a great pleasure when the authors invited me to introduce their forthcoming monograph on Maritime Work Law Fundamentals: Responsible S- powners Reliable Seafarers. As the title suggests, a fundamental challenge of this branch of international maritime law is to achieve a balance between the interests of the two main stakeholders. Institutionally, the effort to achieve this balance dates back a number of decades with its genesis mainly found in the work of the International Labour Organization. It has to be said that whilst this effort achieved great progress, it has led to a haphazard, plethora of legal instruments.
