Latin America has been central to the main debates on development economics, ranging from the relationships between income inequality and economic growth, and the importance of geography versus institutions in development, to debates on the effects of trade, trade openness and protection on growth and income distribution. Despite increasing interest in the region there are few English language books on Latin American economics. This Handbook, organized into five parts, aims to fill this significant gap. Part I looks at long-term issues, including the institutional roots of Latin America's underdevelopment, the political economy of policy making, the rise, decline and re-emergence of alternative paradigms, and the environmental sustainability of the development pattern. International trade must be analysed within the historical context within which it occurs. Behind the statistics on trade flows lie power structures, class interests and international hierarchies. These change over time and how countries respond to them has critical implications for their citizen’s well-being. In this book, the history of trade in Australia, Canada and Mexico is analysed. Trade agreements are analysed in detail to explore the new forms that dependence and subordination have taken. Arguing that the free trade agreements are significantly biased in favour of the United States, the contributors analyse how each of the three countries are being subject to specific forms of re-peripheralisation and examine possible alternatives for a progressive future based on an integration in the global economy which enhances, rather than limits, democracy and social justice. Poverty is deep and widespread in Honduras. This is especially the case in the hillside areas-home to one-third of the country's population, the majority of whom earn their living through agriculture. While both policymakers and donors are under strong pressure to provide adequate interventions, they require guidance on what drives sustainable rural productivity growth, how to prioritize expenditures, and how to formulate effective development strategies. In this report, the authors develop an integrated econometric framework, based on the livelihoods concept, and demonstrate how it can be used as a policy targeting tool.
