The recent empowerment of the European Parliament makes this a timely study of the impact of its internal organisation on legislative politics, interest representation and democracy within the Union. Using data on all legislators and legislative proposals in the sixth parliamentary term, the book confronts alternative theories of legislative organisation in rigorous statistical analyses supported by rich interview information. The findings indicate that the internal setup and legislative output of the parliamentary committees serve the policy goals of parties in the European Parliament, and in particular the working majority party, rather than special interests or purely informational needs, which the author explains with the formal and informal parliamentary rules. As the committees advance party politics instead of particularistic policies, she concludes that legislating within the committees is positive for democracy in the European Union and raises concerns about the loss in transparency, legitimacy and accountability that the increasingly common fast-track bicameral decision-making outside the committees entails.

Since the Second World War, congressional parties have been characterized as declining in strength and influence. Research has generally attributed this decline to policy conflicts within parties, to growing electoral independence of members, and to the impact of the congressional reforms of the 1970s. Yet the 1980s witnessed a strong resurgence of parties and party leadership—especially in the House of Representatives. Offering a concise and compelling explanation of the causes of this resurgence, David W. Rohde argues that a realignment of electoral forces led to a reduction of sectional divisions within the parties—particularly between the northern and southern Democrats—and to increased divergence between the parties on many important issues. He challenges previous findings by asserting that congressional reform contributed to, rather than restrained, the increase of partisanship. Among the Democrats, reforms siphoned power away from conservative and autocratic committee chairs and put control of those committees in the hands of Democratic committee caucuses, strengthening party leaders and making both party and committee leaders responsible to rank-and-file Democrats. The hominin fossil record documents a history of critical evolutionary events that have ultimately shaped and defined what it means to be human, including the origins of bipedalism; the emergence of our genus Homo; the first use of stone tools; increases in brain size; and the emergence of Homo sapiens, tools, and culture. The Earth's geological record suggests that some evolutionary events were coincident with substantial changes in African and Eurasian climate, raising the possibility that critical junctures in human evolution and behavioral development may have been affected by the environmental characteristics of the areas where hominins evolved. Understanding Climate's Change on Human Evolution explores the opportunities of using scientific research to improve our understanding of how climate may have helped shape our species. Improved climate records for specific regions will be required before it is possible to evaluate how critical resources for hominins, especially water and vegetation, would have been distributed on the landscape during key intervals of hominin history. Existing records contain substantial temporal gaps.
