The Coalition Government has set a sizeable challenge for the Civil Service: to transfer power out of Whitehall and into communities and as a result fundamentally change the way it works. The Committee found that while the Government seeks to embrace change, they have failed to recognise the scale of reform required or to set out the change programme required to achieve this reform. The lack of coordination from the centre and strong political leadership will result in the failure of key policies like the 'Big Society' agenda. The Committee recommended a comprehensive change programme articulating clearly what the Government believes the Civil Services is for, how it must change and with a timetable of clear milestones. This change programme must also include proposals for the Civil Service to retain and develop the new skill sets required to meet the demands of the Big Society policy agenda, and address long-running concerns about the decline in specialist expertise in Whitehall, the failure to innovate and take risks, and the failure to work across departmental silos. The reflect the changing role of the Civil Service, the Committee has also recommended that the Government should consider the development of a new Haldane model of accountability or they must explain how the model remains relevant. The new realities of devolving power out of Whitehall to local government and elsewhere should be codified in the Civil Service governance structure.

The Committee on Standards in Public Life spent a year looking at party political finance. The majority report believes that the only safe way to remove big money from party funding is to put a cap on donations from all sources, individuals and organisations, of £10,000 in any one year. Trade union affiliation fees could be regarded as a collection of individual donations providing the members individually opt-in to the fee. The cap would have a significant impact on the income of the major parties, and would inevitably require a compensating increase in support for parties from public funds. The public funding should depend on the number of votes secured in the previous election, at the rate of £3.00 a vote in Westminster elections and £1.50 a vote in devolved and European elections. This proposal would result in an annual support amount of some £23 million, equivalent to about 50p per elector per year. Income tax relief, similar to Gift Aid, should be available on donations of up to £1000 and on membership fees to political parties. Another main recommendation, among the 24 in the report, is that the existing limits on campaign spending in the period before an election should be cut by the order of 15 per cent. The proposals will create challenges for the Electoral Commission, and the Committee suggests the recommendations are implemented in time for the start of the next Parliament in 2015. Two members representing political parties dissented from some of the recommendations.

This joint UNESCO-NWCPEA Project comprised a World-wide physical education survey to inform the development of benchmark indicators on Quality Physical Education (QPE) in schools and Quality Physical Education Teacher Education/Training (QPETE/T) in provider institutions as well as principles of a physical education basic needs model. The survey adopted a multi-method/pluralistic approach to data generation from a range of sources including a specifically designed structured survey questionnaire translated into officially used UNESCO and several other languages seeking quantitative and qualitative data, as well as information derived from recent and current international, continental regional and national physical education-related studies.
