In this report, the Commission considers the request by the Board of Governors of the California Community Colleges (BOG) and the Chaffey Community College District (CCCD) to establish an Educational Center in the City of Chino. The need for this educational center dates back to 1991 when the BOG adopted the community college system?s Long Range Capital Outlay Plan. Noting robust enrollment growth through 2010, the BOG calls for the establishment of two educational centers to serve the eastern and southwestern portions of the district. By 2000, the district?s available physical capacity significantly diminished as enrollment growth hit record levels. Enrollment demand was especially robust in the growing communities of Fontana and Chino Valley. The Commission concurs with the California Community College Board of Governors that an educational center should be established in Chino. The Commission specifically concludes that: (1) enrollments from the Chino Valley will almost triple over the next 12 years; (2) capacity at the existing outreach center in downtown Chino cannot accommodate the anticipated enrollment demand; and that (3) the proposed educational offerings address the area's educational needs.

In this report, the Commission considers a proposal by the Los Rios Community College District to establish an educational center in a rapidly growing and developing area of Sacramento called North Natomas. The center would be situated on 6.5 acres of land approximately 6 miles north of downtown Sacramento. The Commission finds that the information contained in the district's Needs Study meets all of the requirements outlined in the Commission's guidelines for the review of new educational centers. The Commission, therefore, concurs with the recommendation of the Community College Board of Governors that the proposed North Natomas Educational Center be established as a state-approved off-campus center of American River College and that it become eligible immediately to compete for State capital outlay and support budget funding. Educational centers serve a number of purposes. Foremost, they are a more cost-effective way of meeting increased student demand than building costly comprehensive full-service campuses. Educational centers also promote shared facility use and intersegmental collaboration, which enables higher education systems to use resources more efficiently. Educational centers can increase learning productivity because students can spend more time engaged in learning and less time traveling to classes at a main campus. Public colleges and universities can also use educational centers to expand access in rural and remote areas. Rural centers are especially beneficial when universities and community colleges have large service areas that include significant rural and remote areas. This report clarifies the California Postsecondary Education Commission's review process, and provides analyses supporting a recommendation that further study be undertaken jointly by the Commission and the Chancellor's Office before proposed revisions to regulations governing community college educational centers are finalized. The proposed revisions would impact the full-time equivalent student (FTES) threshold for educational centers, and exceptions to that threshold. Calculating FTES for Educational Planning Purposes is appended. (Contains 3 figures.).

Although each public higher education system in California has a unique mission and social purpose, the systems are united in a most common and fundamental way: each aims to enhance the intellectual, technical, and creative capacity of its student learners. Because advanced knowledge--scientific, technical, and procedural--tends to be organized by fields of study, and delivered to students through specific programs, the ultimate success and benefit of the state's higher education enterprise rests with the quality and breadth of institutional degree and certificate programs. "Assembly Resolution 770, Statutes of 1974," established the California Postsecondary Education Commission (CPEC) as the statewide planning and coordinating agency for higher education, with specific mandated planning functions and responsibilities. Primary among the responsibilities given to CPEC is academic and vocational program review. In addition, the Commission is charged with reviewing and commenting on the need for new campuses and off-campus centers. The Commission developed a set of principles to guide the program review process. The principles are intended to: (1) safeguard the state against inefficiencies in the allocation of program resources; (2) help ensure that new programs will meet student and societal needs; and (3) ensure that programs are well conceived and that they will have desired educational and social consequences. As defined in statute, the Commission's role in the review process is primarily advisory.
