Excerpt from Commercial Relations of the United States With Foreign Countries During the Years 1894 and 1895, Vol. 1 of 2 The last review of the foreign trade of the United States and of the several foreign countries, introductory to Commercial Relations, was that for 188041. Since then, Commercial Relations has been issued without any review, being restricted to the annual reports of the consular officers in detail. The chief reason for this omission has been the smallness of the force constituting the Bureau of Statistics, which has charge of such work, and the increased duties devolving upon it since 1880 from the publi cation Of the monthly Consular Reports, as well as the Special Consular Reports which are issued in addition to the regular monthly series. When Congress authorized the publication of the Consular Reports in their monthly and special forms, no provision was made for extra clerical force to meet the added requirements, and the staff engaged in the work of compiling the annual volume, Commercial Relations, together with the monthly and special Consular Reports, is at present no larger than it was when the work of the Bureau of Statistics was confined to Commercial Relations alone. Our advantages in industrial com petition, in the abundance and chea ness of raw material and fuel, in the superior efficiency of our Skilled abor, in the unexampled fecundity of our people in the invention of labor-saving machinery, and the advances we are constantly making in economics of production are still the sub'ect of much anxious speculation in the great industrial centers of urope, but there are some forci n observers who are encouraged by recent develo ments to hope t at conditions may be more nearly equalized by t e substitution of new processes and improved machinery modeled on our own and the adoption of legis lative measures aimed especially at our goods. It was pointed out in the review a year ago that In the reports of the consular officers for 1900 there ran, along with a common note of satisfaction, a warn ing here and there of a more strenuous competition, which in the end ma counterbalance our superior advantages to a considerable extent an check our progress in the world's markets unless we e uip ou selves in the meantime for the ultimate phases of the strug Ee. AS yet, it can not be said that Europe has made any sensible progress in actual performance toward more strenuous competition. The meas ures ado ted thus far are almost wholly tentative or preparatory, and it may e that those which involve restrictive legislation will be abandoned, if the United States should consent to modify its tariff policy and permit the importation of a larger volume of European goods in return for similar concessions. Excerpt from Commercial Relations of the United States With Foreign Countries During the Year 1898, Vol. 2 of 2 The exports from austria-hungary to the United States during the nine months ended September 30 ultimo, compared with the exports for the same period of the previous year, were: J annary to September, 1897 January to September, 1898, The returns for the imports into austria-hungary for this period have not yet been compiled, but it is safe to assume that our quota was materially greater than for the corresponding time in 1897. The swift decline of the export trade is not viewed with indifference by the statesmen or the manufacturers of austria-hungary. Every efi'ort is being made to remedy the evil. The minister of foreign affairs, in an altogether modern spirit, has openly discussed the commercial situation, and has made practical business suggestions for its improve ment. One recent radical measure was the reconstruction of the Oriental Academy, a time-honored training institution for the diplo matic service. This is now called the Consular Academy, and will be conducted on up-to-date principles. Its chief object is the training of a certain number of young men to be consuls - consuls in the new sense - that is, effective, progressive commercial agents, whose business is to detect opportunities in their respective fields for the introduction of home exports, and then to foster and increase the growth of the latter. One section of this academy is devoted to Asiatic interests, and the candidates are trained for service in the far East. Many consul citizens of other countries, who now represent austria-hungary abro in an honorary capacity, will be replaced by trained and salaried austro-hungarian subjects. Other measures suggested for the improvement of trade are the founding of an export company, which shall undertake, on a large scale, the exportation of domestic manufactures and the importation of transoceanic raw products. It is urged that the great manufacturers and the merchants should make a strong financial combination and free the austro-hungarian export business from British encroachments. A college of commerce is also proposed. There is a strong plea for tarifi' reform, in order to protect home industries against foreign compe tition. New railroads are recommended. And the connection of the navigable Danube with the Elbe and Moldau rivers is demanded. A bill was introduced in the Reichsrath during the latter part of October of this year to improve the harbor of Trieste, the one great port of Austria. As yet, the city has but a single railroad connecting it with the interior of Austria. The country has awakened to the fact that in the export trade lies commercial regeneration, and that the means to this end is the establishment of a great emporium at the seaboard.
