This book analyses the new pattern of security concerns of the Central Asian successor states. This region is said to encompass Kazakhstan, Uzbekistan, Tadzhikistan, Kirghizstan and Turkmenistan. The main contention of the book is that the security problems of these states are similar to those that faced other 'Third World' countries after they attained independence. That is, due to the arbitrary creation of these states by external powers they lack a certain degree of societal cohesiveness arising from the fact that several ethnic communities reside within their borders. It is this so-called 'insecurity dilemma' of each of the Central Asian states that is therefore examined.

Agriculture is at the forefront of the development objectives of the republics of Central Asia (CA). Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.

This book details and analyzes an extensive farm survey of Armenian land reform. Zvi Lerman and Astghik Mirzakhanian, two principal contributors to the design of the study, present their invaluable insight into the rapid land reform strategy implemented in Armenia. Unique among the former Soviet Republics, the entire agricultural sector of this country shifted from collective, large-scale, farm enterprises to individual production in 1992. The authors pay special attention to the commercialization of private farms and their access to supply and marketing channels outside the old state-controlled system. Family incomes from farming and off-farm sources are discussed, as well as problems of rural social services and social infrastructure. The authors demonstrate how official statistical measures and record keeping practices in Armenia do not adequately account for this dramatic transition.
