Excerpt from The Charter and Ordinances of the City of Salem: Together With the Acts of the Legislature In accordance with the instructions and authority contained in the foregoing order of the city council, the committee therein appointed employed Joseph B. F. Osgood, Esq., to examine and revise the ordinances of the city, and arrange and prepare them for publication. Upon examination, it was found necessary to revise many of the old ordinances passed soon after the incorporation of the city, and to prepare several new ordinances adapted to present municipal wants. These have been revised and severally passed by the city council, since the work was commenced. Heretofore the ordinances of each year have been published in the chronological order of their passage. In the following pages a different arrangement under separate titles, has 'been adopted as more convenient and useful for reference. In connection with the ordinances, it was deemed advisable to publish all the special laws relating to the city, now in force; such statute provisions as require the appointment of officers by, or impose special duties on either, or both, branches of the city council, and also a selection of such other general laws, as would make the volume a valuable assistant to those called to administer the city government.1 Although the legislative acts are presented in the form of a digest, with references to the original statutes, the language of the statutes has been used wherever the context would permit.
