Excerpt from Coast Seamen's Journal, Vol. 26: September 18, 1912-September 10, 1913 To the Membership of the International Sea men's Union of America: Comrades - It is with deep regret that I make this report. We all hoped, and I expected, that by this time our bill would be law. I expected to see it passed before the month of May, and much of this report will be devoted to explain ing why this did not come to pass. The difficulty began with our convention, where our Atlantic Comrades submitted a minor ity report opposing the bill. They were opposed to the language test, the stand ard of efficiency and what they pleased to call the reintroduction of imprison ment. This matter has been fully explained in the columns of the Journal. Briefly, it amounted to an amendment of existing law so that men could not be prosecuted for mutiny, when it was a simple case of disobeying lawful com mands at sea.
