This article argues that the Philippines investigation into climate change is the leading example of a national human rights investigation into transboundary human rights violations associated with corporations. The investigation concerned the world's largest 47 fossil fuel producers, known as the carbon majors, and their role in violations of the human rights of Filipino people caused by the climate crisis. The Philippines Commission on Human Rights decided to conduct an investigation and provided its preliminary findings in December 2019. The final report was released in May 2022. The Commission found that it had a 'mandate to investigate' and that the Carbon Majors and other corporations have a responsibility to protect human rights in the context of the climate emergency, and could be held legally accountable. The article critically assesses the findings of the Commission, arguing they have significant implications for the carbon majors and other corporations, and may also contribute to legal developments in other jurisdictions. It is argued that the Commission's findings concerning its mandate to investigate provide support for national human rights investigations by other institutions into transboundary human rights violations associated with corporations, including the climate crisis and other environmental crises.
