This book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the "supply-side" and the "demand-side" of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family "particularism," but in which all interests can potentially find expression and accommodation in "universalism."

Millions of enfranchised people live in abject poverty in democracies around the world. Yet in representative democracies, the success or failure of political parties rests on their ability to effectively engage voters. Political parties in the United States and Britain used clientelism and patronage to govern throughout the nineteenth century. By the twentieth century, however, parties in both countries shifted to programmatic competition. This book argues that capitalists were critical to this shift. Businesses developed new forms of corporate management and capitalist organization, and found clientelism inimical to economic development. Drawing on extensive archival research in the United States and Britain, this book shows how national business organizations pushed parties to adopt programmatic reforms, including administrative capacities and policy-centered campaigns. Parties then shifted from reliance on clientelism as a governing strategy in elections, policy distribution, and bureaucracy. They built modern party organizations and techniques of interest mediation and accommodation. This book provides a novel theory of capitalist interests against clientelism, and argues for a more rigorous understanding of the relationship between capitalism and political development.

"Existing work suggests that legislators in countries like India should spend little time engaging with individual citizens and, if they do, should focus their attention on co-partisans. Yet, there is anecdotal evidence that these politicians actually spend substantial time assisting individual citizens with access to basic state services. In this book, I show that helping individual voters is a key part of these representatives' activities and that, in contrast with existing expectations, they do not generally discriminate against their non-copartisans in providing assistance. Yet, this constituency service differs from that observed in Western democracies, as it arises from the partisan nature of distribution at the local level. Thus, Indian politicians are more accountable to citizens than we previously expected, but this accountability is linked to, and constrained by, the character of patronage-based politics"--
