"The Plan intends to tell the story of the community, by informing the reader of the community's past and what it is like today. By describing the current trends, and how the community is changing, the plan also paints a picture of what the community might be in the future, thereby engaging the reader to ponder what might happen in the future. The plan, although general in nature, covers the entire City and its growth areas and is primarily concerned with the allocation of future land uses, and the provision of essential utility systems (water / sewer infrastructure) to service land use activities.
