The Dutch settlement at Pella, Iowa, had its start in 1847 when Rev. Hendrik Scholte moved his flock to America from the Netherlands. To this day, Pella retains a good part of its Dutch heritage, which includes a Tulip Festival held each May and a working windmill, the tallest in the United States. It also contains the childhood home of Wyatt Earp, which is on display with other historic buildings at the Pella Historic Village. As Pella moved into the 20th century, several manufacturing companies decided to locate there. Pella is also home to Central College, founded in 1853 and today known for its strong STEM programs and sustainability education. The Pella Historical Trust is very active preserving Pella's rich architectural heritage, including the Pella Opera House, which was built in 1900 and renovated in 1990.

Several pieces of city legislation relating to the paving of streets and alleys in Pella from 1909 to 1913. Included are a bound volume titled Volume of Forms and Specifications for Paving Certain Streets of the City of Pella, Iowa. This volume was written by B. Schreiner, Engineer for the City of Pella based upon resolutions of necessity passed by the city council on February 20, 1914. It contains blank forms for bidders, bond sales and construction contracts along with specifications that the contractor must adhere to when paving the streets. Specifications include grading, concrete foundation, pavement, brick block pavements, bitulithic pavement, asphalt pavement, sheet asphalt pavement, drain ducts and curbs and gutters. The other items in the collection are a printed notice to citizens of Pella about the street paving project, a written copy of a resolution to sell bonds to raise the money for the project, and the final resolution to go forward with the project.

Included are ordinances to regulate the speed of motor vehicles in town, to establish a sewer system, to authorize the Mayor to appoint a street commissioner, to stipulate what citizens of the city are subject to road labor and poll tax, for firefighters and the fire marshall to enter buildings at will, to retulate vehicles and prohibit their standing still on certain streets, to direct the execution and issuance of city bonds, and finally to provide for the construction and maintenance of sidewalks. All of these ordinances were issued between 1900 and 1920.

Founded in 1847 by religious separatists, the town of Pella in central Iowa is the state’s oldest Dutch American colony, and its crafts, architecture, and celebrations reflect and perpetuate the Dutch heritage of its earlier residents.
