Russian Futures

Russian Futures PDF Author: Hiski Haukkala
Publisher:
ISBN: 9789291984794
Category : Russia (Federation)
Languages : en
Pages : 81

Book Description
"Predicting Russia's future is a perilous exercise. Many, indeed perhaps most, of those who have ventured to make such predictions in the past have erred in one way or another. At the moment the danger of getting things wrong is perhaps particularly high since quite a number of short-term uncertainties with long-term consequences for the European continent -- in both Russia and the EU -- could make the next few years, let alone the next decade, radically different. From regional wars, refugees and their impact on the EU, to the falling oil price and Russia's infatuation with military power as a quick fix to its foreign or domestic policy problems -- the strategic environment is not simply unpredictable, but dangerously volatile. Yet it is precisely in such moments of uncertainty and crisis that planning for the future is more needed than ever. With this in mind, a group of prominent analysts and experts on Russia have sought to predict how Russia is likely to evolve over the next decade. The intellectual groundwork for this publication was thus laid in a series of meetings of an EUISS Task Force on Russia that took place in autumn 2015 and brought together experts and officials from the EU, Russia, the US and Ukraine. They decided to set about this exercise the hard way, choosing to go beyond the relative analytical safety of outlining the usual triptych of good, bad and middle-of-the-road scenarios. Scenarios are a good way to structure thinking and plan potential responses. But more often than not they allow experts to avoid placing bets and making judgements. In this publication experts are making considered judgements as to where Russia will stand a decade from now"--Publisher's web site.

China, Russia, and Twenty-First Century Global Geopolitics

China, Russia, and Twenty-First Century Global Geopolitics PDF Author: Paul J. Bolt
Publisher: Oxford University Press
ISBN: 0191030201
Category : Political Science
Languages : en
Pages : 333

Book Description
This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.

Forecasting China's Future

Forecasting China's Future PDF Author: Roger Irvine
Publisher: Routledge
ISBN: 1317424093
Category : Political Science
Languages : en
Pages : 275

Book Description
China’s future development is likely to have a huge impact on twenty-first century global outcomes. It is therefore surprising that, thus far, so little attention has been given to comparing and evaluating expert forecasts of China’s future in the post-Mao era. This book presents an illuminating and comprehensive summary record of contrasting and competing expert forecasts and judgements about the major issues confronting China within four principal domains – political, economic, environmental, and international. After considering the principal forecasting methods available to experts, the author comments critically on the degree of success achieved in using those methods and emphasises the confusion created by the polarisation of opinion and by the failure of many experts to accept the high degree of uncertainty that characterises most of the key issues. The book recommends a new approach based on the study of a hierarchy of critical uncertainties and on continuing analysis of opposing expert opinions about these uncertainties. It emphasises the potential for both positive and negative outcomes for these critical uncertainties, and the importance of maximising the potential for positive outcomes through improved analytical and policy frameworks. Providing insights for specialists and non-specialists into the most critical issues that will determine China’s future direction, this book will be of particular interest to students and scholars of political, economic, environmental, and international relations issues in China and Asia, as well as to readers in business and government.

China's Quest for Global Order

China's Quest for Global Order PDF Author: Rosita Dellios
Publisher: Lexington Books
ISBN: 0739168347
Category : Political Science
Languages : en
Pages : 173

Book Description
The “rise of China” has become a ubiquitous and often menacing term in global politics. China’s Quest for Global Order: From Peaceful Rise to Harmonious World, by Rosita Dellios, PhD, and R. James Ferguson, PhD, examines how China’s leadership has responded to this depiction and the strategic approaches that have been developed to ameliorate threat perceptions. Rather than simply reassuring others that its “rise” is peaceful, China has taken proactive steps to reduce possible conflicts. Beijing seeks to shape the emerging global governance order as both non-threatening to itself and productive in transnational problem-solving. Borrowing from its own Confucian heritage to promote a harmonious world policy, China’s contribution to world order is likely to be more robust than the “responsible stakeholder” epithet upon which the West has pinned its collective hopes. The book interprets China’s quest for global order from Chinese perspectives, old and new, and provides the relevant philosophical and historical background to engage the reader in the ensuing debates. The authors also contextualize Chinese concepts with those from contemporary international relations, strategic studies and systems thinking. Their resultant contributions to existing analyses include the notion of “Confucian geopolitics” and the interplay between strategic theatres of cooperation and protection.
