For centuries the world’s Great Powers, along with their fleets, armies, and intelligence services, have been drawn to the Persian Gulf region. Lying at the junction of three great continents – Asia, Europe, and Africa – and sitting athwart the oceanic trade routes that link the cities of the world, the Gulf, like a magnet, has pulled superpowers into the shallow waters and adjacent lands of the 600 mile long appendage of the Indian Ocean. An observer at Hormuz at the mouth of the Gulf would alternately have watched pass in the 15th century the treasure ships of Chinese Admiral Zheng He, in the 16th century the caravels of Portuguese Admiral Afonso de Albuquerqe, in the 17th century the merchant ships of the Dutch East India Company, in the 18th to the 20th centuries the frigates and steamships of the British, and finally in the late 20th century to today, the cruisers and aircraft carriers of the U.S. Fifth Fleet. Perhaps in the future, Americans may be supplanted by the Indians, or perhaps the Chinese. In the Great Powers’ comings and goings since the 1400s, several consistent broad interests emerged. For the majority of this time, for example, the superpowers entered the Gulf region not to colonize, as the Europeans did in other places, but rather to further trade, which in the 20th century increasingly included oil. They also sought a military presence in the Gulf to protect seaborne flanks to colonial possessions further east on the Indian sub-continent and beyond (India, in fact, has long cast a shadow over the Gulf, given its historic trade and cultural ties to the Gulf region, strong ties that continue today). In their geo-political jockeying, furthermore, the Great Powers sought to deprive their rivals access to the states bordering the Gulf region. In tending to these enduring interests inside the Strait of Hormuz, the Great Powers through history concentrated their trade, political, and military presence along the littorals. Not surprisingly, their navies have played a substantive role. Imperial Crossroads: The Great Powers and the Persian Gulf is a collection of connected chapters, each of which investigates a different perspective in the broader subject of the Great Powers and their involvement with the states of the Persian Gulf. This volume concentrates on four western nations – Portugal, Holland, Britain, and the United States – and concludes with a look at the possible future involvement of two rising Asian powers – China and India.

The Persian Gulf has become crucial in China's strategic perception, particularly in the Belt and Road Initiative (BRI). China's involvement in the Persian Gulf region has increased significantly. The Gulf region is a vital energy source for China's rapidly growing economy, including oil and natural gas. This study aimed to comprehensively understand China's policies and strategies toward the Persian Gulf region, especially in energy, trade, the BRI, and security imperatives. This study used secondary data for integrated analysis, covering qualitative and quantitative data. Secondary sources included academic electronic databases, the Internet, books, and official statistics or reports published by the governments of the Gulf countries and China. At the same time, the author also searched the databases of the World Trade Organization (WTO), the International Monetary Fund (IMF), the U.S. Energy Information Administration (EIA), and the International Energy Agency (IEA). The study results showed that in terms of energy dynamics, China's energy imports from the Persian Gulf region have continued to increase in the past few decades. The primary energy sources are Saudi Arabia, Iran, and Iraq. China's diversified energy portfolio contributes to its energy security. Regarding trade dynamics, economic ties between China and Persian Gulf countries have deepened. Chinese investments in infrastructure, technology, and manufacturing contribute to economic diversification in the Gulf region. The BRI has facilitated enhanced trade connectivity between China and the Persian Gulf. Increased investments in port infrastructure and logistical networks contribute to expanding bilateral trade. China has established bilateral agreements and strategic partnerships with the Gulf countries to secure stable energy supplies. Long-term contracts and investments in upstream projects reflect China's commitment to ensuring a reliable and diversified energy portfolio. China's increasing reliance on Persian Gulf energy has influenced global energy markets, making China a key player in shaping the dynamics of oil and gas markets and impacting producers and consumers. The study has concluded that the Persian Gulf region is vital in Chinese strategic perception. It has been identified as China's primary energy source, a critical market for Chinese products, and a target for Chinese investment. Additionally, the strategic location of the Gulf region has been shown to play a vital role in implementing the BRI.

Since China announced the Belt and Road Initiative (BRI) in 2013, the Gulf States have regarded it as a means for diversifying their national economies in order to reduce dependence on oil revenues and to achieve their national development strategy. The Persian Gulf region has a significant role in the successful implementation of BRI. Emerging strategic, diplomatic and financial partnerships will enable China to control the flow of its exports to world markets. The BRI has five major goals: Policy coordination, facilities connectivity, free trade, financial integration, and people-to-people bonds. Facilities connectivity, which focuses on transportation and energy infrastructure, is the initiatives priority. The integration between the national development plans of Gulf monarchies, the economic reconstruction plans of Iraq and Iran, and the new economic goals of Saudi Arabia, with Chinas Belt and Road vision have converged to bring forward opportunities. The implementation of the new Silk Road strategy will unleash a regional infrastructure boom by connecting China with Asia, Europe, and Africa by land and sea, boosting renminbi internationalization. Nevertheless, there are challenges that could complicate the envisaged bilateral partnerships. Saudi Arabia: The strategic synergy between the BRI and Saudi Vision 2030 has forged a joint economic development path, but external conflicts (Yemen, Iran) could derail plans. Iran: While Tehran has a special geographical status in West Asia, Washingtons decision to withdraw from the Iran nuclear agreement might create Sino-Iranian trade barriers. The UAE: In July 2018 bilateral relations were elevated to a comprehensive strategic partnership. The synergy between the BRI and UAE Vision 2021 is multifaceted trade, energy, infrastructure and logistics, financial services, military ties, tourism and cultural cooperation but very complex. Most of the Gulf States are governed by monarchies, are at the primary stage of industrialization, and are susceptible to US and European influence. The challenges Chinas ascendancy poses for the US, and the inevitable geopolitical fight back, in conjunction with Gulf regional turbulence, mean that the BRI project will face substantive challenges in the years ahead.

Far more than merely an infrastructure investment, the Belt and Road Initiative is a masterful grand strategy to create nothing less than a new world order based on the Chinese model of government and its financial institutions. Yet, as the passing of the baton of world leadership takes place, the United States seems curiously incapable or uninterested in devising a counterstrategy. Even though the United States will no longer have the largest economy in the world, it will still be a powerful and rich country with global alliances.
