In Chinese Economic Statecraft, William J. Norris introduces an innovative theory that pinpoints how states employ economic tools of national power to pursue their strategic objectives. Norris shows what Chinese economic statecraft is, how it works, and why it is more or less effective. Norris provides an accessible tool kit to help us better understand important economic developments in the People’s Republic of China. He links domestic Chinese political economy with the international ramifications of China’s economic power as a tool for realizing China’s strategic foreign policy interests. He presents a novel approach to studying economic statecraft that calls attention to the central challenge of how the state is (or is not) able to control and direct the behavior of economic actors. Abstract: How does China's critical need for oil and minerals affect the political and economic conditions of Latin American states? This thesis addresses these problems by analyzing China's resource policies towards Brazil and Peru over the period 2000-2015. It uses IR-theories of power and a comparative case study approach to make sense of a new phenomenon of South-South cooperation driven by the workings and drawbacks of "extractive power." While the Chinese economy gains increasing access to strategic resources, Brazil and Peru struggle to maintain political and economic stability in their function as Beijing's peripheral suppliers. In the case of Brazil, China's oil quest has induced a relationship of structural subalternity unfolding within emerging power blocks that seek to destabilize US hegemony in international politics. In Peru, by contrast, Chinese investments in mining and consequent power asymmetries have unfolded within (and not against) the norms and values of the Washington Consensus: free trade, deregulation, and market liberalization. Despite short-lived gains, neither Brazil nor Peru have been able to leverage China's quest for oil and minerals as a way to move out of the global periphery. Against this backdrop, the thesis exposes the limits of extractive power as a strategy for political and economic emancipation in the context of South-South relations

This study examines how China has developed a diplomatic mechanism to expand its international influence through the establishment of strategic partnerships. These strategic partnerships have sparked a debate among analysts. On the one hand, some optimistic studies applaud the win-win objective of China’s foreign policy and portray China as a successful model for developing countries. On the other hand, more skeptical studies depict China as a rising imperial power that represents a competitive threat to Latin America. This book focuses on China’s strategic partnerships with Argentina, Brazil, Mexico, and Venezuela within the oil sector. It stresses how Chinese strategic partnerships with each of these four countries have diverged across cases over time (1991–2015). The study finds that the strategic partnerships are asymmetrical in which China benefits more than four Latin American countries in a variety of aspects. I suggest Latin American countries to push for greater diversification of export agenda toward China, to develop new productive partnerships beyond traditional sectors and to increase the competitiveness of firms. Meanwhile, China’s diplomatic actions toward Latin America are more than likely to result in forms of change, particularly across my four country cases, and where strategic partnerships are concerned.

This thesis aims to investigate the reasons for the variation in China's oil diplomacy performance in Africa and South America in the period 2000-2010. Lacking sound experience in pursuing oil security overseas and enjoying strong financial muscle, China's oil diplomacy is largely rooted in the extension of soft loans for infrastructure to oil-rich countries in exchange for steady oil supply and favoured access to oil acreage. Taking Angola and Brazil as case studies this thesis argues that differences in the institutional structure of the oil industry in each country, determined different outcomes regarding Beijing's oil security goals. This thesis has found that although this template fitted well with the more centralised institutional environment in Angola, it was highly unsuitable for the more liberal and regulated Brazil setting. Furthermore, the advent of the recent global economic crisis (2008-2009) caused China to adjust its approach to the institutional particulars of Brazil becoming more efficient in that country regarding its oil security goals. Building on foreign policy analysis tools and concepts, an empirical analysis of the interplay between Chinese infrastructure-for-oil loans (hereby regarded as positive economic statecraft) and the institutional structure it met in each country, is presented. Through the case studies, this thesis aims to uncover to what extent the institutional context constrained Chinese oil diplomacy efficiency in Brazil for most of the past decade, and how innovation has surfaced in the context of the global financial crisis. This analysis thus gives interesting insights not only into the dynamics of China's oil diplomacy in Africa and South America, but also into Chinese economic statecraft in general and how constraints that surface at the implementation level feedback into foreign policy formulation.
