De Declaratie van Philadelphia (Mei 1944) bevat een passage waarin de International Labour Organisation met zoveel woorden wordt opgedragen "To examine and consider all international economic and financial policies and measures in the light of this fundamental objective" (in casu: "the war against want"). Gehoor gevend aan deze richtlijn heeft het International Labour Office de onderhavige studie voorbereid betreffende de verrichtingen van "The Chilean Corporation for the Development of Production" ("Corporación de Fomento de la Producción"). Deze organisatie beoogt een poging tot verhoging van de levensstandaard van het gehele land, deels door eigen inspanning, deels d.m.v. hulp van andere landen.
