This Commentary on the verification provisions of the Chemical Weapons Convention builds on a previous publication by the same authors - A Commentary on the Chemical Weapons Convention (Kluwer 1994). It focuses on the verification regime established under the Convention and analyses the results of the preparatory phase as well as the practical experience gathered by the OPCW since the entry into force of the Chemical Weapons Convention in 1997. The book follows the methodological approach taken in the earlier publication - a paragraph by paragraph discussion of the text. It discusses those provisions which are relevant for the areas of verification where the OPCW has actually conducted inspections and thus acquired practical experience (i.e. routine inspections of chemical weapons and related facilities, and facilities related to the chemicals listed under Schedule 1 and 2). ... As Director-General of the OPCW, I believe that a broad based informed discussion on these issues is desirable and will contribute to the success of the Convention. In the summer of 1997 some twelve lecturers and sixty students met for ten days in Budapest Hungary in a NATO Advanced Studies Institute (ASI) to consider "New Scientific and Technical Aspects of Verification of the Biological and Toxin Weapons Convention". In many ways the meeting was ahead of its time. The Ad Hoc Group was only then about to move to the discussion of a rolling text of the Protocol to the Biological and Toxin Weapons Convention (BTWC). It had been mandated to negotiate the Protocol by the Special Conference which had considered the work of the VEREX process that had taken place following the 1991 Third Review Conference of the Convention. Now, in late 1999, after much further negotiation of the text of the Protocol we are moving towards the endgame of the negotiations. Nevertheless, the scientific and technical issues discussed in the ASI in Hungary continue to be of direct relevance to the verification of the Convention and will continue to be relevant as the eventual Protocol moves from agreement through a Preparatory Commission stage and into full implementation over the next several years. The papers in this volume are much as they were presented in Budapest both in order of presentation and in content. They were designed by the ASI co-directors, Professor Graham Pearson and Ambassador Tibor Toth (Chairman of the Ad Hoc Group) to provide an integrated overview and in-depth analysis of the issues at stake.

This volume is the first comprehensive analysis of a number of on-site test inspections which have been conducted in the chemical industry. These inspections were conducted in order to design and test the verification mechanisms for a future international Chemical Weapons Convention (CWC). Conclusions are drawn from these experiences about the manner in which such inspection could be conducted in future, problems encountered in the inspection process are described, and suggestions are made how the verification system of the CWC might be finalized so as to function most efficiently. Information is also presented which will broaden understanding of how such inspections will be conducted, what their limits will be and how the concerns of the chemical industry can be addressed.
