Excerpt from Charter of the City and County of San Francisco No ordinance granting a franchise shall be finally passed within ninety days of its introduction. Except as otherwise provided in this charter, preposed ordinances which are introduced and referred to committee shall be published in full within three days after their presentation to the board and, if modified, also upon passage on first reading, or as an emergency measure as herein defined; provided, however, that ordinances passed to codify, rearrange and publish existing ordinances, as provided for in section 17, shall not require publication. The term published as used in this charter shall mean publication in the official newspaper as required by ordinance or by this charter. The official newspaper is hereby defined to be a daily newspaper of general circulation, published in the city and county and which has a bona fide daily circulation of at least 8000 copies. The vote on all ordinances and resolutions upon each reading shall be by ayes and noes. The vote by ayes and noes on all measures shall be recorded in the journal of the proceedings of the board.
