Changes in Konya's Mediterranean climate and water demand are expected to alter water operations in Konya Closed Basin, and creating a substantial need for an integrated model to explore new scenarios for future adaptations. Located on a high altitude plain of central Turkey, Konya is an important agricultural region for entire country. Konya is a semi-arid region, with hot and dry summers. Precipitation occurs usually in the winter and spring. Limited water supply sources make water management a necessity in the region. This study introduces a new bottom-up modeling approach that takes into account groundwater, surface water, and climate. Surface water and groundwater are modeled with IWFM (Integrated Water Flow Model), a water resources management and planning model that simulates groundwater, surface water, stream-groundwater interaction, and other components of the hydrologic system. Agricultural operations and demand are represented using IDC (IWFM Demand Calculator), the stand-alone executable version of the root zone component of IWFM. This integrated model allows us to evaluate several operations under different climatic conditions and water demand scenarios, and can increase the reliability of management of scarce water supply resources at Konya Closed Basin. The goal of this study is to develop a groundwater/surface water budget which can be used for the future management actions on Konya Closed Basin water resources.

Based on the suggestions made by the speakers of Plenary Session IV “Ch- lenges to the management of water resources and to countering deserti cation in the Mediterranean region” during the 15th Economic and Environmental Forum, the OCEEA proposed to organize a workshop on “Water Scarcity, Land Degra- tion and Deserti cation in the Mediterranean region – Environment and Security Aspects”. In order to build on common synergies, OSCE sought co-operation with c- leagues from NATO, in particular from the Science for Peace and Security P- gramme. NATO has a longstanding expertise on the issue and had organised in Valencia, in December 2003, a NATO scienti c workshop on “Deserti cation and Security in the Mediterranean Region”. The objective of the new proposed wo- shop would be to broaden its focus from the scienti c community to include also policy makers. 1 The workshop, aimed at government of cials from the Mediterranean Region, gathered representatives of Water management, Land degradation and Desert- cation Departments of Ministries of Environment and representatives from the Ministries of Foreign Affairs.
