The objectives of this paper are to provide a framework for examining the widespread changes that will occur in the GHTS and to examine the impact of these changes on the operation of the system and the welfare of system partici- pants. [...] The main task of the GHTS is to coordinate the movement of grain from the farm to cus- tomers in Canada and around the world. [...] In par- ticular, this paper argues that policy makers need to pay attention to a lack of competition by both the railways and the grain companies, to the presence of externalities in the sourcing and handling of grain, and to the provision of key public goods on which the performance of the system rests. [...] The following list presents some of the major issues that have been raised regarding the impact of the removal of the CWB (some of these issues, for instance, were discussed in the recent Report of the Working Group on Marketing Freedom). [...] Questions of market power are clearly important - the viability of the CWB, the access of farmers to producer cars and short line railways, and the future of the rail cap are all examples of cases where the extent to which the market will be able to perform efficiently and effectively depends on the market power possessed by the railways and the grain companies.

The first section of this document is a letter to the federal Minister of Transport from the facilitator charged with the task of achieving consensus among various stakeholders & working groups on resolving issues related to implementation of a new system for handling & transporting western Canadian grain. The letter offers observations about issues on which divided views are set out in the stakeholder's report that forms the second section. The stakeholder's report begins with background on the western grain handling & transportation system, related government policies, regulatory reform, and the 1998 report by Justice Estey that made recommendations for a less-regulated, more accountable, and more competitive system. It then reviews the stakeholder process and the problems with the current system. Finally, it discusses issues relating to a revenue cap, tariff structure, railway competition & safeguards, branch line abandonment, producer-owned grain cars, the transportation role of the Canadian Wheat Board, and efficiency gains to producers.
