Thesis (M.A.) from the year 2019 in the subject Business economics - Miscellaneous, Ethiopian Civil Service University (individual), course: thesis, language: English, abstract: The purpose of the study was an assessment on the challenges and prospects of rural youth economic empowerment in Dire Teyara Woreda in Harari Regional state of Ethiopia. Standing from this objective, the study was attempted to answer the basic questions of What are the current practices of rural youth economic empowerment?, What are the challenges in implementing rural youth economic development package?, What are the prospects of rural youth economic empowerment?, How can the challenges be addressed and appropriately to use prospects to empower youth economy in the study area? The study was conducted using descriptive study design. Both quantitative and qualitative data collection methods engaged. Quantitative data was collected from 80 beneficiary youth organized under job opportunity creation program and qualitative data was collected by interview with 10 respondents which of expert of Job Opportunity and Food Security Agency, woreda leader and managers in six Kebelles and 3 field observations was conducted. After data was collected then edited, coded and enter in to SPPS computer software and micro soft Excel as instruments of data entry and data interpreting. The analysis was done using descriptive statistics tool (like frequency, tables, percentage), data was presented by using graphs and summarizing. The major findings are: most of the respondents’ gender was males those are the age category of 26-29 years and most of them are single with high school education background. The challenges in implementing rural youth economic development package particularly in job creation opportunity program challenged by Limited knowledge and skill in leaders and experts, Inadequate Stakeholder integration, Lack of monitoring and evaluating practice to implement youth package, Insufficient credit services for youth and Lack of local community support. the prospect of rural youth economic empowerment were long and short term plan. The major Strategies to improve rural youth economic empowerment were the government should be strongly introducing youth policies, highly monitoring and evaluation in implementing youth development package, good education and training that focus to improve rural youth economic empowerment and improve credit service. Finally, the researcher has recommended that participation and coordination of all concerned bodies and stakeholders are very important in supporting to empower rural youth economically.

This paper examines labor diversification in Ethiopia, focusing on youth, and explores current conditions that youth face in both the agricultural and non-farm labor markets. Using data from the Ethiopia Socioeconomic Survey (ESS) and the National Labor Force Survey (NLFS), we explore current trends in labor diversification, along with youth non-farm engagement in rural and small towns. We find that youth (ages 25 to 34 years) have a greater probability of working in non-farm enterprises compared to mature individuals (age 35-64). However, wage labor opportunities remain scant in rural Ethiopia. The majority of individuals working in non-farm employment are engaged in small-scale trade activities.

Access to land is also an important issue for the majority of Ethiopian people who, one way or the other, depend on agricultural production for their income and subsistence. Historically, as in contemporary Ethiopia, the issue of rural land is primarily a political or social question. (Samuel, 2006). With the growing population of the youth access to land is becoming crucial national issue to Ethiopia. Rural youth are a productive age group in rural society. Their engagement in agriculture can contribute a lot in enhancing productivity rural economy. However, the challenges of accessing to arable land are limiting the full participation of rural youth in agricultural productivity and transformation of rural economy. This study examines challenges of access to arable land by rural youth. It explores land access mechanisms used by rural youth, opportunities, challenges and problems they faced in accessing arable land in rural areas. The study focused on rural youth and involves their family head for the sake of full information on issue related to land and their family members. About 142 households those who have youth members were selected through probability proportional to size sampling method. Concerned officials at district level were also participated in giving information on current situation of arable land access and rural youth. The study revealed that large family size, high price of rental land, socio-cultural factors, small land size hold by their family, and informal agreement with land owners are the major challenges affecting arable land access in the study area. It was recommended that beside agricultural activities it is better to create; other options of economic activities, awareness on harmful traditional practices that leads to large family size, reconsider rural land policy in relation to youth.

Specifically, the study evaluated the extent of the coverage and prominence being offered to entrepreneurship news, the source of entrepreneurship news, the way of presentation of massages in the stories (frame) and challenges of reporting on entrepreneurship news. The study was formed by development communication, social responsibility and framing theoretical frameworks. The study employed mainly quantitative method and supplemented by qualitative one. A content analysis was conducted on the stories carried by the corporation to provide a brief description on the extent of the coverage, frames and source of entrepreneurship news. In addition, an in-depth interview with 12 key informants was used as supplementary tool to support the quantitative findings and to find out challenges of reporting on the issue. Analysis of data was made by SPSS using descriptive, graphs, charts, and tables. The study revealed that EBC did not give necessary and adequacy attention to the coverage of entrepreneurship issue. It also showed that the amount of coverage and the degree of prominence given to the issue were very low and not strong enough. Government officials influence the journalist’s news frame and they have better chance of getting the voice rather than entrepreneurs. Most of entrepreneurship news stories are event based and sourced by the government organizations. In general, the coverage is favors what the government is doing on entrepreneurs and entrepreneurship development rather than what the entrepreneurs are doing. Internally trends of collecting money among reporters and media as an institution to give fine coverage of news in favor of the payer and lack of understanding on the issue and externally the government influence are the major challenges of reporting on the issue. The findings of the study imply EBC fails to create awareness, inspire and mobilize the society at large on the power and value of entrepreneurship development. Based on the findings, pertinent recommendations were forwarded.

The study discusses the aspirations and preferences of youth in rural sub-Saharan Africa using a large-scale SMS-based survey data and complements it with an investigation on the causal effects of adolescent aspirations on migration decisions when youth in southwestern Ethiopia. The cross-country youth study shows that most rural youth in Africa prefer working in nonfarm economic sectors. It also finds that above half of the rural youth are undecided about their migration aspirations, providing an opportunity for governments to influence the rural out migration of youth. However, policymakers should also be equally aware that anti-poverty policy measures that simply improve the incomes of rural youth might have unpredictable and unintended consequences on their migration decisions. As a result, policy measures may have to also influence the perceptions of youth toward farming and rural life, and to make rural areas more attractive to the youth. Taking southwestern Ethiopia as a case in point, it was found that above half the adolescents have negative perceptions about farming (both farming life and the pre-requisites to become a farmer). The results also show that educational and occupational aspirations during adolescence exert differing effects on migration decisions after four years. That is, while those who aspired to attain more years of schooling are unlikely to out-migrate within this time period, their counterparts who aspired to have high socio-economic status occupations tend to out-migrate from the respective areas. The study concludes that the out-migration of youth from rural areas and small towns may not be only due to push factors such as lack of farmland, but it could also be due to their aspirations to work in high socio-economic status occupations which are not often found in the rural areas. Thus, African countries should work to make rural areas and farming more attractive to the aspiring youth such as through improving access to technology, developing infrastructure, and providing support to rural non-farm sectors expansion.
