Fiscal Decentralisation, Local Government and Policy Reversals in Southeastern Europe

Fiscal Decentralisation, Local Government and Policy Reversals in Southeastern Europe PDF Author: William Bartlett
Publisher: Springer
ISBN: 331996092X
Category : Political Science
Languages : en
Pages : 337

Book Description
This edited collection provides a comprehensive geographic and chronological overview of the decentralisation processes in the successor states of former Yugoslavia and Albania during their transition and EU integration years, from 1990 until 2016. These countries present a unique laboratory for the analysis of economic, social and political change, having traversed armed conflicts, dramatic economic and political changes, and EU pre-accession processes involving deep institutional reform. They have also endured the Eurozone crisis, which has led to high levels of unemployment, wide fiscal gaps and dangerously high levels of indebtedness. Observing the quarter century-long transition from socialism to capitalism through the prism of decentralisation sheds new light on studying the political economy of the region and the current status of the individual countries in terms of economic development and their EU integration progress. The contributors enrich the wider literature on fiscal decentralisation in transition countries by exploring several broad questions on democratisation, the political economy of post-communist transition, the role of external actors in policy transfer and the issue of financial stability in the post-crisis period.

Federal Britain: The Case for Decentralisation

Federal Britain: The Case for Decentralisation PDF Author: Philip Booth
Publisher: London Publishing Partnership
ISBN: 0255367147
Category : Political Science
Languages : en
Pages : 128

Book Description
The UK has the most centralised system of government amongst major economies. This results in poorer services, lower economic growth and higher taxes. We have also developed an approach to devolution that is incoherent and unstable. This short book proposes an entirely new set of constitutional arrangements. It proposes that the UK should develop a federal structure of government with only a small number of functions such as defence and border control being determined at the UK level. All other functions would be the ultimate responsibility of individual nations within the UK, though Wales, Northern Ireland and England could combine together if they wished. The author also proposes further radical decentralisation of government. Local government should become responsible for a much wider range of functions and raise the revenue to finance them. In areas such as health and education, the government role would be diminished further as parents, families and civil society institutions are provided with finance to directly procure their own services. Overall, this is a radical plan to completely change the nature of government in the UK.It would return power to the people and reverse the long trend of centralisation that has happened since World War I.

Reform of Local Government Finance in Britain

Reform of Local Government Finance in Britain PDF Author: Ronan Paddison
Publisher: Routledge
ISBN: 1136088040
Category : Political Science
Languages : en
Pages : 279

Book Description
First Published in 1988. This book of readings was compiled during the period between publication of the Green Paper 'Paying for Local Government' (Cmnd 9714) in January 1986 and the passage of the English and Welsh Community Charge (PoIl Tax) Bill through Parliament during the first half of 1988. The Scottish Bill reached the statute book in May 1987. Whilst the Scottish Bill had a fairly easy passage through Parliament that for England and Wales generated a particularly contentious debate centred on the lack of account taken of the ability to pay the tax. This book provides the reader with a balanced and comprehensive examination of the British PoIl Tax system.

Centralisation, Devolution and the Future of Local Government in England

Centralisation, Devolution and the Future of Local Government in England PDF Author: Steve Leach
Publisher: Routledge
ISBN: 1315407922
Category : Political Science
Languages : en
Pages : 302

Book Description
English local government is in a state of decline after 40 years of incremental but cumulative centralisation by central government. This book is the first to directly address this trend's impact upon the institution of local government, a crucial element in the democratic viability of a unitary state. The process of centralisation, and its corrosive effect on the status and responsibilities of local government, have been widely recognised and deplored among politicians and senior officers within local government, and by academics with an interest in this field. However, there has been no study exploring in detail its impact, and, equally important, suggesting ways in which the growing imbalance between the powers of central and local government should be rectified. This book fills this gap. This text will be of key interest to scholars, students and practitioners of local government, and more generally to those interested in what has been happening to British politics and governance.
