Since the Meiji Era, the Japanese government has attached great importance to the absorption and the diffusion of the most "up-to-date" knowledge to secure Japan's position in the international community. The easiest and most effective way of achieving this purpose in the prewar era was to invite foreign specialists and to send officials and students to foreign countries to assimilate knowledge for feudal Japan's transition into an industrial society [1]. Analysis of postwar legislation demonstrates continuations of these policies at both the central and local government levels [1]. This paper presents a case study of the Tokyo Metropolitan Government Employee Overseas Training Program with emphasis on the dollar/yen exchange rate on the implementation of this local government sponsored international education policy.
