The consensus among policy-makers in the developing world and aid agencies is that a lack of capacity is constraining the development of irrigated agriculture. Although this concern is not new, it is now receiving much attention in the irrigation and drainage world, where it is becoming an issue in its own right rather than being embedded in infrastructure investment projects. In order to address this issue FAO Land and Water Development Division (AGL) organized a one-day workshop , which brought together a range of case studies from different parts of the world in order to demonstrate that capacity development should be central focus of future strategies on irrigation and drainage. This publication contains a synthesis of the workshop as well as three keynote papers prepared for the workshop based on the available literature and experiences. The complete workshop materials, which include several country papers and complementary documents, are included on a CD-ROM that accompanies this document

The irrigated area in the Aral Sea basin totals about 7. 5 million hectare. Part of the water supplied to this area is consumed by the irrigated crop; the remainder of the supplied water drains to the groundwater basin, to downstream depressions, or back to the rivers. During its use, however, this drained part of the water accumulates salts and chemicals. The disposal of this polluted water causes a variety of (environmental) problems. If the percentage consumed water of the total water supply to an irrigated area (the so-called overall consumed ratio) can be increased, less water needs to be drained. This alleviates part of the related (environmental) problems. Further, if the overall consumed ratio for the above 7. 5 million hectare is improved, less water needs to be diverted from the rivers. Hence, more water can flow towards the Aral Sea. As mentioned above, part of the non-consumed irrigation water drains to the groundwater basin. Commonly, the natural discharge capacity of this basin is insufficient to handle this imported water. As a result, the groundwater table rises towards the land surface causing waterlogging. In (semi-)arid zones this waterlogging triggers a soil salinity problem resulting to a significant reduction in crop yields. The artificial increase of the discharge capacity, and lowering of the groundwater table, solves the soil salinity problem.

Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.
