This NAO report examined the failure to implement a Benefits Payment Card system, which sought to replace the paper based methods of paying social security and extend Post Office automation. The project was awarded to Pathway (part of ICL computer services) under a Private Finance Initiative (PFI) in May 1996, and co-ordinated by the Department of Social Security (DSS) and Post Office Counters Ltd. Amongst the NAOs conclusions for the failure, was a lack of co-ordination between the controlling bodies and an underestimation of the time to complete such a project.
