Multinational enterprises have become one of the distinctive institutions of our times. Controversy over their economic and political effects, and over appropriate public policy responses, has become common in home and host countries and in international agencies. Much of this debate is reminiscent of the role of large corporations generally, particularly in their interregional and intergroup effects. The multinational setting, however, would have raised distinctive issues even apart from the strong surges of nationalism and anti-imperialism which have marked recent history. Canada has a long and unusual experience with such enterprises. Foreign control of capital in the nonfinancial industries (manufacturing, petroleum and gas, other mining and smelting, utilities, merchandising) was already 20 percent in 1930 and 25 percent in 1948. It rose to 36 percent by the late 1960s, but has since receded to about 30 percent. In 1975, fully 55 percent of the capital in manufacturing was controlled outside Canada, as was 72 per cent of that in petroleum and gas, and 58 percent in other mining. These figures exceed those of other developed countries, although there have been striking increases in recent decades. About 80 percent of the direct invest ment capital in Canada is from the United States. Recently, Canadians have xi xii FOREWORD become aware of a surge of Canadian direct investment abroad, which on a flow basis has exceeded inflows (exclusive of retained earnings) for most of the 1970s.

This controversial analysis of economic nationalism will interest economists and those concerned with nationalism and the competitive position of Canadian manufacturing. It is the first attempt to test empirically an economic model of nationalism, a model which implies than an emphasis on nationalism ultimately reduces economic efficiency – with low-income groups bearing most of the resultant cost – and redistributes income from lower – to upper-income individuals. Applying the model to federal commercial and science policies, the authors argue that these policies have contributed to the high costs and low productivity of Canadian manufacturing and retarded the adoption of new processes and improved techniques. They find that the costs of these are borne by the urban workers and the consumer, while the major beneficiaries are Canadian managers, scientists, and engineers. The efficiency and competitive position of Canadian industry are reduced and income redistributed from lower- to upper-income groups. Science policies designed to increase, at high cost, a broad range of Canadian research and development capabilities are related to the slower adoption of new manufacturing processes in Canada than in the United States and Europe. The authors conclude that greater trade liberalization and increased industrial specialization would benefit Canada and Ontario, that more emphasis should be placed on rapid diffusion of innovation, and that research should be concentrated in fields where Canada has a potential competitive advantage.

Despite a vast amount of study, literacy is still a very confused topic, which requires the integration of findings from different areas. Reading and writing are psychological skills, but they are also linguistic skills (since people read and write meaningful language) and social skills (since written language serves particular functions in different societies). In this book Michael Stubbs provides a basis for a sociolinguistic theory of literacy. He believes that a systematic theory of literacy must be based on an understanding of a number of factors, such as the relationship between written and spoken language, including how English spelling works and how it is related to spoken English. Also of paramount importance are the social, educational and technological pressures on written language, which are particularly powerful in the case of an international language like English; the social and communicative functions which written language serves – largely administrative and intellectual functions; and the variability of spoken language and the relative uniformity of written language. The book also discusses the arguments behind deprivation theory as an explanation of educational failure. Reading failure is not well understood, but the author stresses that a vital element is the attitude of teachers towards the child’s language. He emphasizes that it is important that teachers should understand as much as possible about the relationship between written language and the child’s spoken language. Such understanding, he argues, can only increase tolerance of regional, social and ethnic diversity in language.
