Excerpt from Geology and Ground Waters of the Western Part of San Diego County, California The surface waters, though at times overwhelming in volume, are unfortunately not dependable and require expensive storage and transmission works for their Utilization. There are no perennial streams except at high levels and at a considerable distance from the coast where they are too small to be Of much practical value. Pre cipitation of sufficient magnitude to produce run-off is confined to three or four months of the year, and in years Of average precipitation the larger streams do not maintain a permanent ow for more than five or Six months. TO Obtain from the surface streams the unfailing water supplies required for irrigation and especially for domestic uses, it is necessary to provide large storage reservoirs. Conditions are made even more unfavorable by the wide variations in precipitation from one year to another and by the occasional periods of severe drought. This condition necessitates holding in reserve sufficient water (in storage) to supply the full requirements for a three or four year period. The expense Of providing the necessary storage works is great, and after the water has been stored the losses by evaporation from the exposed water surface may amount to a large proportion Of the volume originally stored. The problem Of keeping water up to a standard Of potability for domestic use after being held in storage for two or three years is also very difficult. Excerpt from Water Well Standards, State of California Our ground water resources are becoming increasingly important to all Californians. In an ordinary year, about 40 percent of the water used in the State is derived from underground sources. During the 1976-77 drought, however, that figure rose to 53 percent. To ensure the continued utility of our underground resources, they must be protected. Standards for both the construction of water wells and the destruction of abandoned wells can help protect ground water quality. Furthermore, deficiencies in the design and construction of wells usually result in higher operating and maintenance costs. The establishment and implementation of well standards in an area provide more assurance that wells are likely to require less maintenance and will have longer useful lives. Since the initial printing of these standards in February 1968, 30 counties and 132 cities have enacted ordinances, based on Bulletin 74, governing the construction, alteration, and destruction of all water wells within their boundaries. (At that time, three other counties already had ordinances in effect.) These ordinances specify that water wells be constructed, or destroyed when their useful lives are over, in accordance with the guidelines contained in the Department of Water Resources' standards. Changes in the field of well construction (methods, equipment and materials), together with the experiences of applying the 1968 standards, warrant revising and updating them. As a result, this new edition is being issued. Counties and cities that have not yet done so are urged to consider enacting well construction standards to protect the quality of ground water supplies for the benefit of their citizens. Where standards are in effect, consideration should be given to revising them to reflect the modifications presented in this bulletin. Excerpt from Water Supply Conditions in Southern California During 1955 and 1956 The Legislature, by Chapter 832, Statutes of 1929, directed that exploration and investigation be conducted for the furtherance of a coordinated plan for the conservation, development and utilization of the water resources of California. As a result of this legislation, the Division of Water Resources undertook a continuing hydrologic investigation of the southern California area. Effective July 5, 1956, the responsibilities of the Division of Water Resources, Department of Public Works, were assigned to the Department of Water Resourcespursuant to Chapter 52, Statutes of 1956. As a part of the investigation, Bulletin No. 39 was published in 1932, containing Records of Ground water Levels at Wells. Since 1932, water levels at selected wells have been published annually in Bulletins Nos. 39-a through 394w, which was the last of the lettered series reports. This report, Bulletin No. Is the first of the numbered series reports and follows Bulletin No. B96w with no interruption in the continuity of data. The locations and descriptions of the wells referred to in the earlier bulletins were published in Bulletin No. 39, and are shown on Maps 1 through 8, accompanying that bulletin. The locations and descriptions of wells in the San Jacinto and Antelope Valleys were first published in Bulletin No. 39=j, and are shown on Maps 9 through 11 included in that bulletin. Seasonal precipitation data from United States Weather Bureau records, as well as from records at stations not included in official publica tions of that agency, were first published in Bulletin No. 39-a and have been incorporated in all subsequent publications of the series.
