This book focuses on the implementation of Quality Function Deployment (QFD) in the construction industry as a tool to help building designers arrive at optimal decisions for external envelope systems with sustainable and buildable design goals. In particular, the book integrates special features into the conventional QFD tool to enhance its performance. These features include a fuzzy multi-criteria decision-making method, fuzzy consensus scheme, and Knowledge Management System (KMS). As an example, the KBDSS-QFD tool is used for the assessment of building envelope materials and designs for high-rise residential buildings in Singapore in the early design stage. To reveal the internal relationship between short-and long-term changes in the number of traffic accidents, traffic safety education expenditures, related technology expenditures, passenger turnover, and the number of private vehicles for a period from 1990 to 2018, a vector autoregressive model (VAR) was elaborated based on the respective time-series data. After the augmented Dicky-Fuller and Johansen cointegration tests, a vector error correction model (VECM) was also adopted to analyze their impulse responses and variances. This study can help optimize the road traffic management strategy to reduce the number of traffic accidents and develop a safer and more efficient transportation system. The results show that: 1) In the long run, the increase in passenger turnover is the internal cause of the increase in traffic accidents; 2) In the short-term scale, the education and R & D technology expenditures have a negative impact on the occurrence of traffic accidents.

This report presents results of research conducted under Transit Cooperative Research Program (TCRP) Project B-21, "Effective Approaches to Meeting Rural Intercity Bus Transportation Needs." The project identified strategies for initiating, preserving, and enhancing effective rural intercity bus transportation. To identify recent projects and to identify barriers or issues affecting implementation, the research effort included surveys of state rural transit program managers, state rail program managers, and intercity bus carriers. The report includes three parts. Part I contains a review of recent developments affecting the intercity bus industry, an overview of potential funding sources, and a review of barriers to implementation of rural intercity projects. Part II provides strategies for rural intercity service improvements, including methods of identifying intercity carriers and services, planning, program development, operating assistance, capital assistance, marketing assistance, and combining approaches. Each strategy is described, and implementation examples are presented. Part III presents 50 project descriptions based on additional survey interviews with project contacts.
