This Systematic Country Diagnostic (SCD) is an analytical report prepared by the World Bank Group (WBG) in an attempt to identify and analyze the factors that can help Burkina Faso accelerate its quest towards the achievement of the twin goals of reduced poverty and shared prosperity. The SCD assesses Burkina Faso's performance in order to identify the constraints and to formulate a set of key priorities to facilitate the achievement of these goals. By focusing on the most significant issues affecting theachievement of these goals, the SCD is intended to inform the formulation of the upcoming Country Partnership Framework (CPF) and thus to facilitate the optimization of the WBG's assistance to Burkina Faso. The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

Many studies in the past show that economic growth is the most robust instrument for reducing poverty and improving the quality of life in developing countries. Over the past decade, Burkina Faso has maintained consistently strong macroeconomic performance, with an average annual rate of GDP growth of about 6 percent. However, the country has failed to achieve a significant structural economic transformation to reduce extreme poverty and inequalities, with approximately 80 percent of the labor force employed in low paid agricultural jobs. The level of economic diversification remains low, with weak access to capital and low human capital and infrastructure. A reason is that this good performance has not been sufficient to effectively transform Burkina Faso. Therefore, in an attempt to address this problem, this study highlights the various binding constraints of Burkina Faso's economic growth that prevent the country from embarking on a higher and sustained growth path, by adopting the decision-tree methodology proposed by Hausmann, Rodrik, and Velasco (2005) in their growth diagnostic. Two theories of economic development that fit well the case of Burkina Faso, have been used to formulate hypotheses (situations) and to develop an approach to identify the key underlying constraints based on the specific context of Burkina Faso's economic performance. The first theory is related to the creation of a sufficient number of productive jobs through the structural transformation of the economy, and the second one is related to the provision of a minimum package of basic services and infrastructure to enable households to escape the poverty trap. This paper ended up by formulating a set of key priorities that are the most likely to enable Burkina Faso to facilitate the achievement of its goals of reducing poverty and inequalities.
