The Universal Declaration of Human Rights was approved by the General Assembly of the United Nations in Paris, December 10, 1948. The vote was 48 to 0, but 8 countries abstained from voting. The Declaration is a statement of principles approved a common standard of achievement for all peoples and all nations. It is not a treaty and therefore imposes no legal obligations. Indeed the ideals embodied in the Declaration are far in advance of actual practice in many parts of the world. The Declaration is a challenge to all mankind to promote world-wide respect for human rights and fundamental freedoms. The United States actively supported the approval of the Declaration of Human Rights in the General Assembly in Paris. An International Covenant on Human Rights has been developed in the United Nations. This is a draft treaty and deals with certain of the basic civil and political rights embodied in the Declaration. This Covenant will be submitted to individual countries for ratification and will become legally binding on the countries which ratify it. The Covenant has not yet been considered by the Senate of the United States. The purpose of this bulletin is to clarify the meaning of the Declaration so that it may be understood by high-school students. The Declaration contains many principles already accepted in this country. [Best copy available has been provided.].
