Book Description
This report addresses temporary migrant worker programs, focusing on the Republic of Korea's Employment Permit System and Malaysia's Electrical and Electronics industry. It also highlights the key role multilateral and bilateral agreements play in protecting migrant workers' social security entitlements. Key issues covered are how these partnerships can provide safe, orderly, and fair labor migration, and, hence, a fair environment in Asia's labor market. The four chapters capture the ideas, insights, and discussions from the Eighth Roundtable on Labor Migration in Asia - Building Partnerships for Effectively Managing Labor Migration: Lessons from Asian Countries for the UN Global Compact on Migration, hosted by Human Resource Development Korea in Incheon, Republic of Korea, in January 2018. The event, co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization, brought together regional experts and policy makers. Two statistical annexes offer detailed coverage of intra-Asia migration flows, as well as cross-regional migration flows.

Toward Safer and More Productive Migration for South Asia

Toward Safer and More Productive Migration for South Asia PDF Author: S. Amer Ahmed
Publisher: World Bank Publications
ISBN: 146481841X
Category : Business & Economics
Languages : en
Pages : 155

Book Description
International migration for temporary employment is key to South Asia’s development path, in terms of both jobs and remittance flows. Overseas markets are a critical source of employment for South Asian economies that may not be able to absorb workers sufficiently or quickly enough into the domestic labor market. Migrant workers typically experience wage gains of at least three times their earnings back home, in addition to acquiring new skills and accumulating savings that can be used to start up entrepreneurial activities upon returning home. Remittances sent by migrants while abroad also boost household consumption and support macroeconomic stability in countries of origin. However, multiple challenges exist that prevent migration from achieving its full development potential. These challenges include high monetary costs, information gaps on employment opportunities in destination countries, a lack of protection while abroad, and high concentrations of migrants in few sectors and destinations. These often prevent the poorest from migrating overseas and may place those who actually migrate in situations of considerable vulnerability. Building on rigorous analytics, this book highlights policy actions that can be taken at all stages of the migration life cycle, including after return, to minimize the risks and maximize the benefits of migration for migrants themselves, their families, and the home economy. The book provides policy options to address information gaps on employment opportunities overseas at the departure stage, to prepare migrants adequately for their experience overseas, to diversify destinations and occupations abroad, and to maximize the benefits of return migration.

Marginalisation and Human Rights in Southeast Asia

Marginalisation and Human Rights in Southeast Asia PDF Author: Al Khanif
Publisher: Taylor & Francis
ISBN: 100081047X
Category : Social Science
Languages : en
Pages : 230

Book Description
This book analyses marginalisation and human rights in Southeast Asia and offers diverse approaches in understanding the nuances of marginalisation and human rights in the region. Throughout the region, a whole range of similarities and differences can be observed relating to the Southeast Asian experience of human rights violation, with each country maintaining particular aspects reflecting the variability of the use and abuse of political power. This book explores the distinct links between marginalisation and human rights for groups exposed to discrimination. It focuses on ethnic minorities, children, indigenous peoples, migrant workers, refugees, academics, and people with disabilities. This book highlights the disparities in attainment and opportunity of marginalised and minority groups in Southeast Asia to their rights. It examines how marginalisation is experienced, with case studies ranging from a regional approach to country context. Paying attention to how broader socio-economic and political structures affect different people’s access to, or denial of, their fundamental human rights and freedoms, the book argues that tackling human rights abuses remains a major hurdle for the countries in Southeast Asia. Providing a broader conceptual framework on marginalisation and human rights in Southeast Asia and a new assessment of these issues, this book will be of interest to readers in the fields of Asian Law, Human Rights in Asia, and Southeast Asian Studies, in particular Southeast Asian Politics.
