The governance and regulation of new technologies, from social media to AI, has never seemed more urgent. The global rise of political religion is one of the defining and most puzzling characteristics of current world politics. Since the early 1990s, religious parties have achieved stunning electoral victories around the world. Beyond Sacred and Secular investigates religious politics and its implications for contemporary democracy through a comparison of political parties in Israel and Turkey. While the politics of Judaism and Islam are typically seen as outgrowths of oppositionally different beliefs, Sultan Tepe's comparative inquiry shows how limiting this understanding of religious politics can be. Her cross-country and cross-religion analysis develops a unique approach to identify religious parties' idiosyncratic and shared characteristics without reducing them to simple categories of religious/secular, Judeo-Christian/Islamic, or democratic/antidemocratic. Tepe shows that religious parties in both Israel and Turkey attract broad coalitions of supporters and skillfully inhabit religious and secular worlds simultaneously. They imbue existing traditional ideas with new political messages, blur conventional political lines and allegiances, offer strategic political choices, and exhibit remarkably similar political views. Of course, the U.S. Constitution and federal laws leave the control of education largely to the states, and states have long provided support to school districts. In return for federal monies, however, NCLB requires states to provide such help under the statewide systems of support (SSOS) provision of the Act. The purposes of this Handbook are to survey the research related to statewide systems of support, to present the experience and insights of educational leaders in how such support can best be conducted, and to derive actionable principles for improving schools. It is intended for use not only by the staff of the U.S. Department of Education-sponsored Regional Centers that serve state department staff but also by the staff of school districts and schools. Also sponsored by the U.S. Department of Education, the Center on Innovation & Improvement (CII) previously developed the Handbook on Restructuring and Substantial School Improvement (Walberg, 2007) that became the basis of CII’s technical assistance to Regional Centers on this topic. CII made available for downloading Power Point presentations and web-based seminars (“webinars”) based on the previous Handbook. CII’s intended audiences widely employed the previous Handbook on Restructuring and Substantial School Improvement and auxiliary materials and found them useful in their technical assistance efforts to disseminate and encourage evidence-based ideas for restructuring and improving schools. Based on three case studies from the Middle East, The Land beyond the Border advances an innovative theoretical framework for the study of state expansions and state contractions. Johannes Becke argues that state expansion can be theorized according to four basic ideal types—a form of patronage (patronization), the imposition of a satellite regime (satellization), the establishment of territorial exclaves (exclavization), or a full-fledged takeover (incorporation). Becke discusses how both irredentist ideologies and political realities have shaped the dynamics of state expansion and state contraction in the recent history of each state. By studying Israel comparatively with other Middle Eastern regimes, this book forms part of an emerging research agenda seeking to bring the research fields of Israel Studies and Middle East Studies closer together.
