The purpose of this report is to summarize alternative water and related land management plans developed goals of the Buffalo Metropolitan Area. Four studies comprise the Corps Buffalo Metropolitan Area Study. Since the Erie-Niagara Counties Regional Planning Board has developed a comprehensive area-wide waste treatment management plan under Section 208 of Public Law 92-500. The major emphasis of the study is to develop methods of reducing the amount of phosphorus, determined to be the limiting nutrient, from nonpoint sources. The Erie-Niagara Counties Regional Planning Board has completed their report on areawide waste treatment consisting of 19 volumes. The report is being reviewed by the U.S. Environmental Conservations who are expected to complete their certification review in 1979 for the Governor's acceptance. (Author).

This addendum to the Final Feasibility Report, Tonawanda Creek, NY, was prepared to address issues presented by North Central Division and OCE reviewers. An Issue Resolution Conference Meeting was held initially on 17 February 1982 at the North Central Division Office. Two major issues were discussed among Divisions and Buffalo District representatives; (1) Regional Protection/Cost Sharing, and (2) Design of the Selected Structural Plan and Spillway, Hydraulics, and the Degree of Safety. Further Issue Resolution Conference meetings were held 24, 25, March 1982 at the Buffalo District Office. Representatives from OCE, WES, NCD, and Buffalo District were in attendance. For Issue 1, it was agreed among OCE, NCD, and Buffalo District representatives that the selected plan, Batavia Reservoir Compound-Modified, was a regional plan. Therefore, the plan should be constructed, operated, and maintained with cost-sharing policies and financing arrangements with the responsible non-Federal agencies sponsoring the project which are satisfactory to the President and the Congress. For Issue 2, an alternative design concept to the selected plan, but one which provides the same degree of protection as the selected plan, was developed by Buffalo District that addresses all OCE, WES, and NCD concerns. The benefit-cost ratio of this alternative design, referred to as the PMF design, is 1.09.
