Kathleen Paul challenges the usual explanation for the racism of post-war British policy. According to standard historiography, British public opinion forced the Conservative government to introduce legislation stemming the flow of dark-skinned immigrants and thereby altering an expansive nationality policy that had previously allowed all British subjects free entry into the United Kingdom. Paul's extensive archival research shows, however, that the racism of ministers and senior functionaries led rather than followed public opinion. In the late 1940s, the Labour government faced a birthrate perceived to be in decline, massive economic dislocations caused by the war, a huge national debt, severe labor shortages, and the prospective loss of international preeminence. Simultaneously, it subsidized the emigration of Britons to Australia, Canada, and other parts of the Empire, recruited Irish citizens and European refugees to work in Britain, and used regulatory changes to dissuade British subjects of color from coming to the United Kingdom. Paul contends post-war concepts of citizenship were based on a contradiction between the formal definition of who had the right to enter Britain and the informal notion of who was, or could become, really British. Whitewashing Britain extends this analysis to contemporary issues, such as the fierce engagement in the Falklands War and the curtailment of citizenship options for residents of Hong Kong. Paul finds the politics of citizenship in contemporary Britain still haunted by a mixture of imperial, economic, and demographic imperatives.

This book seeks to investigate how the pedagogic space of schools and classrooms has been defined by the UK government’s counter-terrorism ‘Prevent’ strategy, most notably through the requirement on teachers not to undermine ‘fundamental British values’ as part of the Teachers Professional Standards. The term ‘fundamental British values’ migrated from Prevent to the statutory framework that regulates teacher professionalism and has effectively securitized education practice. The Prevent strategy was conceived in response to the 7/7 bombings in London by so-called ‘home-grown’ Muslim terrorists. The need for teachers to promote British values is an attempt to forge a cohesive British identity among young citizens within a multiracial, multicultural and multilingual society. However, as the chapters in this book illustrate, the state project to harness education to engender belonging – or as some would argue, civic nationalism – whilst simultaneously undertaking surveillance of children and young people from the Muslim community for signs of radicalization, has led to the perception of a hierarchy of citizens or, conversely, ‘insider-outsider’ citizens. The imperative to promote, and not undermine, fundamental British values has, in some instances, transformed the safe space of the classroom where children and young people’s right to explore their perceptions of current affairs, citizenship and belonging has been curtailed for fear of surveillance by teachers who may interpret their utterances as either undermining British values or to be signs of radicalization. This book explores these dilemmas for teachers and the implications for their professionalism, and examines how racist nativism has pervaded society, educational policy and practice through the promotion of a Britishness perceived by many as a raced, classed and exclusionary discourse. Today most Gibraltarians are fiercely proud of their Britishness, sometimes even describing themselves as ‘more British than the British’ and Gibraltar’s Chief Minister in 2018 announced in a radio interview that “We see the world through British eyes.” Yet well beyond the mid-twentieth century the inhabitants of the Rock were overwhelmingly Spanish speaking, had a high rate of intermarriage with Spaniards, and had strong class links and shared interests with their neighbours across the border. At the same time, Gibraltarians had a very clear secondary status with respect to UK British people. By the beginning of the twenty-first century, however, Gibraltarians speak more English than Spanish (with increasing English monolingualism), have full British citizenship and are no longer discriminated against based on their ethnicity; they see themselves as profoundly different culturally to Spanish people across the border. Bordering on Britishness explores and interrogates these changes and examines in depth the evolving relationship Gibraltarians have with Britishness. It also reflects on the profound changes Gibraltar is likely to experience because of Brexit when its border with Spain becomes an external EU border and the relative political strengths of Spain and the UK shift accordingly. If Gibraltarian Britishness has evolved in the past it is certain to evolve in the future and this volume raises the question of how this might change if the UK’s political and economic strength – especially with respect to Gibraltar – begins to wane.
