Achieving real power in parliament for the first time, Labour governments have acted responsibly, and are usually in accord with the views of a substantial majority of the British people. Such was not always the case. In British Labour Seeks a Foreign Policy, 1900-1940, Henry R. Winkler synthesizes twenty years' study of the subject to offer the first full-scale treatment of the Labour Party's evolution in foreign affairs. The Labour Party came into existence at the beginning of the twentieth century to deal with the domestic problems of the working class, and it showed relatively little interest in foreign policy issues. In the aftermath of World War I, however, small groups of moderates made the case against the bitter rejection of the Versailles Treaty by many in the Labour Party and the trade union movement. Most of these argued that the League of Nations could be used to remedy some of the deficiencies of the settlement and that such a League must have the sanction of force if it was to be effective. During the 1930s, the failures of the League--in the Far East, Abyssinia, Spain, and Central Europe--compelled some of its advocates to conclude that, League or no League, the threat from Nazi Germany mandated support for a program of preparedness and rearmament even under the aegis of a hated National Government. The result, by 1937, was the final formal abandonment of many of the radical illusions of the twenties and thirties, as Labour reluctantly but formally assumed a posture that enabled it to share in the governance of wartime Britain and to take a key role in dealing with the international issues that emerged in the aftermath of the Second World War. This volume contains valuable lessons on the responsibilities of political parties as well as the pros and cons of specific policies. It is essential reading for understanding Britain's later stands as its leaders tried to adjust to Britain's diminished power in the post-World War II world.

Through such structures as the Advisory Committee on International Questions IR scholars were instrumental in the construction of Labour foreign policy, and the experience of working closely with Labour's leadership influenced the approach to IR taken by these scholars. One of the major effects of the collaboration of Labour with IR experts was a wealth of memoranda, reports and pamphlets written by IR scholars for the Party. This material, despite its relevance to the history of the discipline of IR, has received scant attention in modern IR scholarship. This study has three major goals. The first is to add to the literature on the study of Labour foreign policy by examining the crucial role played by IR theorists and writers. The Advisory Committee and its intellectual members did much to shape the foreign policy of the Party, giving it a coherent approach to international problems. The second is to put the international theories of five key writers - Leonard Woolf, H, N. Brailsford, Philip Noel Baker, Norman Angell and David Mitrany - into the context of both the development of Labour's international policy, and the evolution of the international environment between the wars. Although all five writers are acknowledged as key thinkers in this period, the memoranda on foreign affairs that they did for the Labour Party are little known within IR. The final goal is to demonstrate the inadequacy of the current interpretation within IR of the inter-war period. Strange Allies examines three intersecting themes of fundamental importance to the international history of the period between the two world wars. First, and most broadly, it is a study of the international history of the pivotal ‘hinge years’, running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book’s focus on 1929–31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France.
