This study applies two distinct economic paradigms to a selection of government policies designed to influence technological change, and compares the results of the two approaches. The neoclassical model provides a precise set of objectives for policies and programs, and a means of assessing whether or not they have contributed gains. Structuralist-evolutionary theory starts from different assumptions about the behaviour of the economy, and reaches different conclusions about both the role of policy and the substance of policy evaluation. The programs evaluated are the Defence Industry Productivity Program (DIPP), the Industrial Research and Development Incentives Act (IRDIA), the Program for the Advancement of Industrial Technology (PAIT), the Enterprise Development Program (EDP), and the Industrial and Regional Development Program (IRDP).
