Concrete bridge deck deterioration, especially premature deterioration, is a major problem for the state transportation agencies throughout the United States. Moreover, this deck deterioration, which manifests itself in the form of cracking, scaling and spalling, accounts for a large portion of the number of the nation's structurally deficient bridges. In particular, the New England states have expressed concern over the dilemma of repair versus replacement strategies for those decks on the grey zone (deck condition code 4-6). Thus, the purpose of this thesis is to provide a preliminary investigation into the systematic approach to the repair versus replacement decision-making process for deteriorated concrete decks. For a large number of states, the existing decision-making process is characterized by a piecemeal synthesis oriented towards emphasizing the advantages of one repair or replacement alternative and underestimating its disadvantages. An actual cost-effective comparison of all possible alternatives is not routinely undertaken.

A Damage Assessment Model, Construction Process Model and Parametric Quantity Model were developed with the purpose of capturing the engineering knowledge involved in the estimating process of bridge repair construction projects. The Damage Assessment Model was used to create a sample database in which detailed inspection data was stored in a format compatible with the existing Pontis database. Detailed inspection data, which provided quantitative values for the different damage types observed in bridges, could be retrieved from the sample database so that data could be used as either input parameters in the knowledge rules that triggered the selection of construction tasks in the Construction Process Model, or data could be used as variables in the equations used to estimate quantities in the Parametric Quantity Model. The Construction Process Model was used to incorporate the logic behind the construction process for different repair methods. The Construction Process Model was composed of seven repair matrices that defined specific repair methods for each Pontis bridge element. Construction tasks were grouped in construction modules that were modeled as flowcharts. Each construction module flowchart was composed of construction tasks arranged in sequential order and decision points that triggered the selection of construction tasks based on input parameters and knowledge rules. Input parameters were provided by the user, retrieved from the model or pre-defined in the model by expert knowledge. The construction modules developed involved construction tasks related to the repair of concrete bridge piles that were damaged due to reinforcement corrosion and related concrete deterioration. Data describing the construction tasks that were considered in the construction module flowcharts were modeled using the entity-relationship model and were stored in the sample database described previously. The Parametric Quantity Model combined data generated by the Damage Assessment Model and the Construction Process Model with additional expert knowledge and parameters into equations that were used to estimate quantities. The author investigated the use of neural networks as a tool to predict actual damage in bridge piles, conducted a preliminary survey to define labor productivity factors and collected data to define the duration of construction activities related to bridge repair.

This study developed a procedure to identify concrete bridge decks that are exhibiting the characteristics associated with falling concrete. Field exploratory work on reinforced concrete bridge decks was supported by analytical and laboratory investigations. The field work included visual inspection, non-destructive tests, and sampling of full-depth cores and powder samples from the bottom of the bridge deck. Chief variables assessed were the chance of corrosion by the half-cell potential, chloride content at the location of the bottom reinforcement, and the concrete pH level. The chloride diffusivity was estimated from the chloride profile. The laboratory investigation was performed on bridge deck beams. The beams were constructed from concrete containing chloride levels known to cause corrosion as well as from a control concrete. Beams were subjected to freeze-thaw or saltwater followed by repeated loading to simulate field conditions. The following characteristics were quantified: chance of corrosion, corrosion rate, chloride content, flexural response as a function of environmental exposure and repeated loads, and ultimate strength. The size of the porous zone around the reinforcement was determined using an environmental scanning electron microscope. Finally, a strategy was developed to assess if a bridge deck exhibited the characteristics associated with falling concrete. The strategy included visual inspection of cracking and spalling, assessment of chance of corrosion, chloride content, and pH levels. If any of these measures exceed critical levels a service life calculation needs to be performed. Based on existing mathematical models, the time to corrosion initiation and time to corrosion cracking can be predicted. The resulting time is then compared to the age of the bridge. From this information proper planning for future repair needs can be made.

"Ground penetrating radar (GPR) data were acquired across four bridge decks with the objective of developing an advanced workflow for GPR operation that would allow the bridge owners to estimate repair quantities for certain bridge decks, based on GPR data. The primary contributions from this research are as follows: 1. It was demonstrated that the conditions of bridge decks can be cost-effectively and efficiently assessed using the GPR tool. 2. The GPR tool's ability to provide rapid and reliable results in comparison with conventional bridge deck condition assessment techniques was established. 3. The qualitative and quantitative relationships between the GPR reflection amplitude and depth of concrete degradation were analyzed to develop an effective technique to estimate the amount of deteriorated concrete present in a particular bridge deck; this technique could enable bridge owners to use the GPR tool (only) to estimate the thickness of concrete that would be removed by processes such as hydro demolition. 4. The air-launched and ground-coupled GPR systems were compared in terms of accuracy of data acquisition and reliability of results. It was determined that air-launched GPR is a reliable tool for the fast and cost-effective assessment of bridge decks.
