The Fifth International Rotifer Symposium was organized by Dr. Claudia Ricci and held in the northern Italian town of Gargnano (Brescia) from September 12-17, 1988. Through the generosity of the Rector of Milano University, a beautiful villa on the shores of Lake Garda was made available to the 83 people from 20 countries who attended the symposium. Ten of these rotifer workers had attended the four previous meetings. Such symposia serve three major functions, the results of which will be apparent in the papers contained in this volume. First, because of the heterogeneity of interests and absence of concurrent sessions, the attendees are exposed to an unusually large variety of research problems, approaches and modes of interpretation. Bridges are thus built between one's own investigations and developments in the field as a whole. Second, the extensive informal interactions that occur outside of the meeting room during coffee breaks, dinners and excursions provide remarkable opportunities for research planning and sharing of results of work in progress. Third, the acquaintances established at these meetings have facilitated interactions during the three-year intervals between symposia. The result has been that visits between laboratories, acquisition of research materials from distant sources and coordination of related investi gations have all been greatly enhanced. A description of the week's events may serve to convey the ambience of the meeting.

Food, water and society: what is managed by whom, and with what impacts? Our food supply chains are at risk. Water resources--sometimes scarce, often damaged, and always under-valued--are among the major reasons why food and water security rank high every year in the World Economic Forum's major global risk analysis. A stable and sustainable food system is critical to society's survival. This Handbook shows that keeping the food system stable comes at the expense of the environment, especially of water resources and those who consume and manage them. The way the food system operates reflects hard political realities. Rather than pay for the environmental costs of sustainable production, society expects food at ever lower prices. Governments reflect their electorates in this regard. Given that farm production may account for as little as 10% of the food value chain in wealthy economies, it is striking that governments have been unwilling (or unable) to put in place the essential laws and accountability that would enable famers to ensure both production and stewardship. Corporate food traders, food manufacturers, and retailers on the other hand operate in markets that make profits and pay taxes. But these corporations are not contractually bound to utilize highly nutritious, sustainably produced food commodities. During World War II, Portugal played its cards uncommonly well as a neutral and subsequently became a member of NATO. This membership resulted in a modernizing of its navy and its integration into the Atlantic Alliance. By 1960, when other colonial powers were abandoning their empires, Portugal made the decision to cling to its possessions, as they had been Portuguese for over 400 years. Without them Portugal saw itself as only a small European country, whereas with them, it would be a great nation. Portugal ultimately would fight a 13-year debilitating war against various nationalist movements in Africa to retain its possessions. By the mid-1950s, it became apparent to the Portuguese Navy that it would fight in Africa, and it began to make preparations. Ultimately, it would perform a near wholesale conversion from the blue water or oceanic navy that supported NATO to a brown water or riverine one to fight in Africa. This is the story of that conversion and the great "battle of the rivers" in Africa. This naval reorientation was a remarkable achievement, in that Portugal not only learned to fight a new kind of war, it built a navy to accomplish this and did so while shouldering its NATO commitments. The Portuguese Navy in developing a specialized naval force clearly foresaw the paramount economic, military, and psychological importance of controlling the interior waterways of Africa, for the infrastructure there was universally primitive. While there was generally a road network radiating from the colonial capital, the primary routes used clandestinely by insurgents were chiefly the waterways. The job of the navy was to foreclose enemy use of these lines of communication, and this it did with great success. The lessons from this experience tend to be forgotten, as this war was overshadowed by the U.S. conflict in Vietnam. Today, however, riverine operations are experiencing a renaissance in reaction to the "war of the weak." While modern boats are more technologically advanced, and their crews use newer and better equipment and weapons, the problems and their solutions remain largely the same. The operating environment remains the rivers, bayous, salt pans, canals, lakes, and deltas extending inland from the coast. The population remains a vulnerable target, and the need to establish a permissive environment continues as the primary goal. Clearly, the legacy of the Portuguese brown water navy remains relevant today.
