In 2014, ODOT District 11 expressed concerns after experiencing premature pavement deterioration due to fracking traffic. Around that same time, the Concrete Pavement Industry expressed a desire to construct a demonstration Bonded Concrete Overlay (BCO) project in Ohio. Subsequently, the Ohio Department of Transportation's (ODOT) Office of Pavement Engineering (OPE) was given the task to find an appropriate section and design the overlay. State route 151 in Harrison County (HAS-151) betw een mile marker (MM) 12.90 and 15.59 was selected as the section to receive the BCO and construction ensued during the 2016 construction season. The National Concrete Pavement Technology Center's (CP Tech Center) Guide to Concrete Overlays was used for the design along with a mechanistic-empirical approach developed by the University of Pittsburgh through a FHWA Pooled Fund Study (TPF 5-165). After milling the existing flexible pavement, a 4.5" fiber reinforced BCO (FRBCO) was placed over the majority of the section. There were also two additional 500' test sections placed within the project for separate evaluation. One was a 3" FRBCO and the other was a 6" non-reinforced BCO. In order to evaluate another debatable aspect of the design, only half of the joints were sealed. A hot-pour type sealant was used between MM 12.90 and 13.99. The remainder of the section, MM 14.11 to 15.59, is separated by a bridge and was left unsealed.

The primary purpose of overlays is to extend the life of the candidate structures, either by restoring the quality and integrity of the surface and/or the re-establishing or improving the load-carrying capacity. Nevertheless, the durability of bonded overlay systems still draws concerns in the technical community because of bond sustainability problems encountered in a number of cases. At this time, there is still no accepted design approach or methodology that can warrant the practitioner a successful outcome of the repair. This State-of-Art report summarizes the findings with respect to all aspects involved in the overlaying process.
